The U.S. Department of War has awarded Lockheed Martin a seven-year contract worth up to $58.62 billion to significantly increase production of PAC-3 Missile Segment Enhancement (MSE) interceptors, one of the largest air and missile defense procurement agreements in recent years as the U.S. seeks to strengthen its missile defense capabilities and replenish stockpiles.

The award, announced on July 29, 2026, expands an earlier $4.7 billion first-year agreement signed in April under the Department of War’s Acquisition Transformation Strategy. The latest contract modification adds up to $53.86 billion, bringing the total multiyear contract value to $58.62 billion.

The agreement provides long-term funding that will allow Lockheed Martin to substantially increase manufacturing capacity and meet growing demand for advanced missile interceptors from the United States and allied nations amid rising global security challenges.

The company said it plans to triple PAC-3 MSE interceptor production by the end of 2030, marking one of the most significant expansions of U.S. missile production in decades.


Production Capacity

The contract will support major investments at Lockheed Martin’s production facilities, particularly in Camden, Arkansas, where final assembly of PAC-3 MSE interceptors is carried out.

Employment at the Camden facility is expected to increase by approximately 50%, rising from around 1,200 workers to nearly 1,850 by the end of the decade. The expansion is intended to strengthen the company’s manufacturing base while enabling faster deliveries of interceptors to the U.S. military and international customers.

Lockheed Martin said the multiyear procurement model provides industry with greater certainty than annual contracts, allowing suppliers to invest in additional equipment, expand manufacturing lines and secure long-term material purchases.

The company said the approach will help strengthen the defense industrial base while reducing production bottlenecks that have affected missile manufacturing in recent years.

The contract also supports broader efforts by the U.S. government to accelerate weapons production and improve the resilience of domestic supply chains amid increasing global demand for precision-guided munitions and air defense systems.


Growing Demand for Missile Defense

Demand for advanced missile defense systems has increased sharply over the past several years as governments respond to conflicts involving ballistic missiles, cruise missiles and increasingly sophisticated aerial threats, including drones and hypersonic weapons.

The PAC-3 MSE interceptor has become one of the United States’ most important air defense missiles and is widely deployed by the U.S. Army and several allied nations.

The interceptor is designed to work with the Patriot air and missile defense system, providing protection for military bases, critical infrastructure, and civilian population centers against a wide range of airborne threats.

Unlike earlier interceptor variants that relied primarily on explosive fragmentation, the PAC-3 MSE uses a “hit-to-kill” approach, destroying incoming missiles through direct impact. This technology improves accuracy while reducing the risk of debris from intercepted threats reaching protected areas.

The Missile Segment Enhancement version features a more powerful dual-pulse rocket motor, larger control fins and upgraded guidance systems, giving it greater speed, maneuverability and engagement range than previous PAC-3 models. These improvements allow the interceptor to engage more challenging targets while expanding the area that can be defended by a Patriot battery.

The interceptor is capable of defeating tactical ballistic missiles, cruise missiles, and hostile aircraft, making it one of the most versatile components of the United States’ layered missile defense architecture.

Operational Experience

The PAC-3 MSE has gained increasing attention following its operational use in recent conflicts, where modern air defense systems have become essential to counter missile attacks and protect military and civilian infrastructure.

Lockheed Martin said the interceptor has demonstrated performance beyond its original specifications during recent operations, including deployments supporting Ukraine and other international missions. Although operational details remain limited, continued demand from allied governments has made the PAC-3 MSE one of the company’s fastest-growing missile programs.

Several countries operating Patriot systems have either ordered additional PAC-3 MSE interceptors or announced plans to expand their inventories as regional security concerns continue to grow.

The expanding customer base has increased pressure on manufacturers to boost production capacity after years of relatively limited output during peacetime procurement cycles.


Broader Industrial Investment

The PAC-3 agreement represents the second major multiyear production contract awarded to Lockheed Martin under the Department of War’s new acquisition model.

Earlier this year, the company received a $35 billion contract to accelerate production of Terminal High Altitude Area Defense (THAAD) interceptors, another key component of the U.S. missile defense network designed to intercept ballistic missiles during their terminal phase of flight at higher altitudes.

Together, the PAC-3 and THAAD programs form complementary layers of the United States’ integrated missile defense architecture, providing protection against a broad spectrum of missile threats.

To support these expanding programs, Lockheed Martin plans to invest between $8 billion and $9 billion through 2030 to modernize more than 20 manufacturing facilities across the United States.

Construction has already begun on new production facilities in Troy, Alabama, which will support THAAD and future Next-Generation Interceptor work, and in Camden, Arkansas, where a new Munitions Acceleration Center will increase PAC-3 manufacturing capacity.

The company said these investments are intended to modernize production processes, improve manufacturing efficiency and strengthen long-term domestic industrial capacity.

Michael P. Duffey, Under Secretary of War for Acquisition and Sustainment, said the agreement provides industry with greater certainty to expand production and strengthen supply chains.

“Today’s announcement turns concept into reality, providing industry with the long-term demand signals it needs to build a resilient supply chain, scale production, and deliver critical capabilities to our Warfighters at the speed of relevance,” Duffey said.

Lockheed Martin Chairman, President and Chief Executive Officer Jim Taiclet described the agreement as a major milestone for both the company and the broader U.S. defense industrial base.

“This is a once-in-a-generation moment, and we are moving with wartime urgency to deliver the Arsenal of Freedom,” Taiclet said. “Lockheed Martin is sparing no effort with our investment, hiring and facility upgrades as we deliver on the government’s acquisition transformation.”


Strategic Significance

The contract reflects a broader shift in U.S. defense procurement policy toward multiyear production agreements aimed at providing manufacturers with stable funding and predictable demand.

Defense officials have argued that longer-term contracts allow companies to make larger capital investments, expand their workforce, and negotiate more efficient supply agreements than traditional year-to-year procurement.

As geopolitical tensions continue to drive increased defense spending worldwide, air and missile defense systems remain among the highest-priority capabilities for many governments.

The latest PAC-3 MSE contract is expected to play a central role in expanding interceptor production throughout the remainder of the decade while strengthening the U.S. defense industrial base and supporting the growing missile defense requirements of the United States and its allies.
