NATO Secretary General Mark Rutte arrived in Ankara on April 21, 2024, for high-level meetings with Turkish leadership and engagements focused on defense cooperation, as the alliance prepares for its upcoming summit in the Turkish capital.
During the visit, Rutte met with Turkish President Recep Tayyip Erdogan, where discussions focused on Turkiye’s role within NATO and preparations for the alliance’s next summit in Ankara.
NATO Secretary General Rutte highlighted Turkiye’s contributions to NATO, emphasizing its strategic importance and continued engagement in collective security efforts.
A key part of the visit included Rutte’s trip to an ASELSAN technology base, where he met with young engineers and observed Turkiye’s growing defense industry capabilities.
Addressing the engineers, Rutte stressed the importance of strong defense systems in what he described as an increasingly dangerous global environment.
He pointed to Turkiye’s rapid progress in defense manufacturing, stating that “Turkiye has gone through a defense industrial revolution.”

Rutte underscored the need for deeper cooperation among NATO allies, saying they must “continue to produce together, to innovate together, and to buy from each other.”
The NATO chief emphasized that such cooperation is essential not only for maintaining military readiness but also for reinforcing commitments made at previous alliance gatherings, including the summit in The Hague.
He added that “transatlantic industrial cooperation comes with great benefits for your businesses, for your economy, and first of all, for your and therefore for our collective security.”
High-level Meetings in Ankara
In addition to his meeting with Erdogan, Rutte held talks with Turkish Foreign Minister Hakan Fidan and Defense Minister Yasar Guler. These discussions focused on alliance coordination, regional security challenges, and ongoing defense cooperation between Turkiye and NATO.
While officials did not disclose detailed agendas, the meetings are part of regular high-level consultations aimed at aligning strategies and strengthening cooperation within the alliance.
Turkiye, a NATO member since 1952, maintains the second-largest military in the alliance and plays a key role in its southern flank, particularly in regions such as the Black Sea and the Middle East.

Preparations for the Ankara Summit
Rutte’s visit comes as NATO prepares for its upcoming summit in Ankara, expected to address collective defense, alliance resilience, and responses to emerging global threats.
The summit is likely to focus on strengthening military capabilities, enhancing industrial cooperation, and adapting to evolving geopolitical challenges.
Hosting the summit underscores Turkiye’s central role within NATO and its influence in shaping the alliance’s future direction.
Rutte’s visit reflects ongoing engagement between NATO leadership and Turkiye at a time of increasing global uncertainty.
With a focus on defense cooperation, industrial coordination, and strategic alignment, the meetings in Ankara highlight the alliance’s efforts to maintain unity and strengthen its collective security framework.
