Russian President Vladimir Putin welcomed leaders and senior officials from Southeast Asia to the city of Kazan on June 17, 2026, to mark 35 years of Russia-ASEAN relations and explore ways to expand cooperation in trade, energy, technology, and regional security.

The two-day Russia-ASEAN Summit comes at a time when Moscow is strengthening its engagement with Asian partners while relations with the West remain strained over the Ukraine conflict. For ASEAN countries, the gathering reflects the bloc’s long-standing approach of maintaining balanced relations with major powers, including China, the United States, and Russia.

Leaders and representatives from ASEAN member states, including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam, and East Timor, are participating in the summit alongside ASEAN Secretary-General Kao Kim Hourn.

The meeting marks the 35th anniversary of ASEAN-Russia relations, which began in 1991. Russia later became an official ASEAN dialogue partner, and the relationship was elevated to a Strategic Partnership in 2018.


Putin Highlights Growing Cooperation

In a message to participants attending the Russia-ASEAN Business Forum on the sidelines of the summit, Putin emphasized the progress made in relations over the past three decades.

“This forum, which has brought together leading representatives of the business communities of our country and the ASEAN member states in the hospitable capital of Tatarstan, Kazan, is particularly important,” Putin said.

He added, “Russia-ASEAN relations mark their 35th anniversary this year. During this time, we have accumulated extensive experience in multifaceted cooperation, established strong ties, including between the association’s Business Advisory Council and the Russia-ASEAN Business Council, and created a solid foundation for the future.”

The Russian president said future cooperation would focus on digital technologies, artificial intelligence, energy security, food security, transportation, logistics, and peaceful nuclear energy.

He added that the summit and business forum could help expand trade, investment, and industrial cooperation while strengthening dialogue between business communities.


Economic Cooperation at the Center of Discussions

Economic issues are expected to dominate the summit agenda as both sides look to deepen trade and investment ties.

According to Russian officials, trade turnover between Russia and ASEAN countries has increased significantly over the past decade, reaching approximately $21 billion. Russian Economic Development Minister Maxim Reshetnikov said trade has grown by more than 50% during that period despite global economic uncertainty, sanctions, and geopolitical tensions.

Reshetnikov noted that Russia has increased imports from ASEAN countries by 70% over the last ten years. Products imported from Southeast Asia include agricultural goods, machinery, equipment, vehicles, chemicals, textiles, clothing, and footwear.

Speaking at the Russia-ASEAN Business Forum, Reshetnikov said Moscow intends to continue expanding economic cooperation with Southeast Asia and views the region as a key partner for long-term growth.

He announced that a new Russia-ASEAN Strategic Program for Trade and Investment Cooperation through 2035 is expected to be adopted this year. The roadmap will focus on strengthening economic relations and promoting future investment projects.

Russian officials said the planned framework will include cooperation in trade, digital transformation, science and technology, transportation connectivity, tourism, education, and sustainable development.


Energy Security Emerges as Key Priority

Energy cooperation has become one of the most important areas of Russia-ASEAN relations, particularly as global energy markets continue to face uncertainty.

Several ASEAN countries have shown growing interest in Russian energy supplies and technologies as governments seek reliable sources of fuel and electricity while managing rising demand.

Russia reported that exports of mineral resources and crude oil to ASEAN countries increased by 40% during the first quarter of 2026. Moscow is also seeking long-term supply agreements and investment in storage and distribution infrastructure across Southeast Asia.

Reshetnikov said Russia plans to expand supplies of liquefied natural gas (LNG) to ASEAN countries and increase exports of agricultural products, including wheat, vegetable oil, and meat.

“Our country remains a reliable supplier of energy resources to ASEAN countries. Amid the crisis in the Strait of Hormuz, Russia increased deliveries of mineral resources and crude oil by 40% in the first quarter of this year,” he said.

ASEAN Secretary-General Kao Kim Hourn also highlighted growing energy demand across Southeast Asia and expressed interest in closer cooperation with Russia.

“Our energy needs in ASEAN continue to grow. This means that we need a highly developed and diversified supply chain. Russia has enormous experience in electricity generation and energy supplies,” he said.

Kao added that ASEAN countries are interested in working with Russia on LNG supplies, energy infrastructure, smart grids, hydrogen storage, energy efficiency, and low-carbon technologies.


Global Security Issues on the Agenda

While economics is the primary focus, leaders are also discussing major international and regional security developments.

Kremlin foreign affairs adviser Yuri Ushakov said participants would exchange views on global issues and review ways to strengthen Russia-ASEAN cooperation.

According to Russian officials, discussions are expected to include the conflicts in Ukraine and Gaza, the confrontation between Israel and Iran, maritime security, and broader developments in the Indo-Pacific region.

Ushakov said summit participants would emphasize support for “forming a just and democratic multipolar world order based on the principles of international law and the United Nations Charter.”

ASEAN has traditionally maintained a neutral approach to major-power rivalries and conflicts. While several ASEAN countries have supported United Nations resolutions affirming Ukraine’s sovereignty, the bloc has continued engagement with Russia through diplomatic and multilateral channels.

The diversity of ASEAN’s membership means countries maintain different strategic relationships. Some members, such as the Philippines, have close security ties with the United States, while others maintain extensive economic and defense cooperation with China and Russia.

Part of Russia’s Broader Pivot to Asia

The Kazan summit is widely viewed as part of Russia’s broader effort to strengthen ties across Asia following the deterioration of relations with Western countries after the Ukraine conflict.

Moscow has increasingly focused on expanding partnerships with Asian, Middle Eastern, African, and Global South countries as it seeks new markets, investment opportunities, and diplomatic engagement.

For ASEAN, cooperation with Russia forms part of a broader strategy of maintaining strategic autonomy and engaging multiple major powers without aligning exclusively with any one country.

The summit is also one of the highest-level meetings between Russia and ASEAN since the outbreak of the Ukraine conflict in 2022 and represents a significant milestone in a relationship that has steadily expanded over the past three decades.

As leaders continue discussions in Kazan, both sides are expected to endorse new initiatives aimed at strengthening trade, energy cooperation, technology partnerships, and long-term economic connectivity, signaling their intention to deepen relations well beyond the current decade.
