Meanwhile, ARRW is designed to provide the Air Force with an air-launched hypersonic strike capability, allowing B-52H bombers to engage high-value targets from significant standoff distances.

Although the two weapons serve different military purposes, their development reflects parallel efforts to strengthen the United States’ strategic deterrence and conventional strike capabilities.

The announcements also highlight different stages of the weapons development process, from flight testing and design validation to production and manufacturing expansion. While the Mk21A remains under development as part of the wider Sentinel program, the ARRW production contract follows a prolonged development period marked by testing difficulties and uncertainty over the missile’s future.

Mk21A Reentry Vehicle Flight Testing

The Mk21A is a developmental reentry vehicle being designed for the U.S. Air Force’s LGM-35A Sentinel intercontinental ballistic missile (ICBM), which is intended to replace the aging LGM-30G Minuteman III.

The latest flight test, conducted from Vandenberg Space Force Base in California over the Pacific Ocean, evaluated the reentry vehicle’s performance and generated flight data to support further development.

The test involved an unarmed developmental vehicle and was intended to validate key design features and reentry technologies rather than demonstrate an operational nuclear weapon system.

Minuteman III missile reentry vehicle coming through the atmosphere about to make a splash in the ocean graphic. It is being developed to accommodate the W87-1 nuclear warhead, which is intended to form part of the Sentinel weapon system.

The modernization effort involves improvements to the reentry vehicle’s design, materials, and performance requirements to ensure compatibility with the new missile and its operating environment. The program is being conducted under a prime military contract valued at more than $1 billion, with the latest test contributing to preparations for the system-level Critical Design Review (CDR).

Flight testing is an important part of validating the vehicle’s design before the program advances to later development and integration stages. Data collected during the test will be used to assess the reentry vehicle’s performance under flight conditions, refine engineering models, and support further design work.

Lockheed Martin has also used digital engineering, high-fidelity modeling, and simulation to evaluate the vehicle’s behavior and reduce development risks ahead of additional testing.

“Testing is a stringent requirement in modernized defense programs, but more importantly, it’s the engine that drives maturity and reliability,” Jason Watson, vice president of Strategic Reentry Programs for Lockheed Martin, said.

Watson added that “Building on flight data from our prior tests, we are directly translating real-world experience into program momentum, ensuring the Mk21A reentry vehicle delivers uncompromised performance for the Air Force.”

The Mk21A development is part of the broader Sentinel program, which is intended to replace the Minuteman III fleet and modernize the land-based leg of the U.S. nuclear triad. (Image Credit: Lockheed Martin)

ARRW Hypersonic Missile Production

On October 27, the U.S. Air Force awarded Lockheed Martin a $694 million contract for production of the AGM-183A ARRW hypersonic missile, moving the program toward a new phase after several years of development and flight testing.

The weapon is being developed as an air-launched boost-glide system intended to give the Air Force the ability to strike high-value and time-sensitive targets at long distances. The contract covers production activities and supports the continued development of the missile for integration with the B-52H Stratofortress bomber.

ARRW uses a rocket booster to accelerate the weapon to hypersonic speeds before releasing a glide vehicle that travels toward its target. The system is designed to reach speeds exceeding Mach 5 and maneuver during flight, distinguishing it from conventional ballistic missiles that follow a more predictable trajectory. Its combination of high speed, maneuverability, and launch from an aircraft is intended to reduce the time available for an adversary to detect, track, and respond to an incoming weapon.

The missile is also designed to operate under the extreme thermal and aerodynamic conditions associated with hypersonic flight. Advanced materials are intended to withstand the heat generated at high speeds. An advanced technology package is intended to maintain accuracy and lethality during flight, while the missile’s design is intended to support attacks against defended targets, including facilities protected by modern air and missile defense systems.

The B-52H is expected to serve as the primary launch platform for ARRW, allowing the Air Force to deploy the weapon from outside or beyond the reach of some hostile air defense systems. The bomber’s long range and ability to carry multiple weapons provide a potential means of delivering hypersonic strikes across extended distances without requiring aircraft to approach heavily defended airspace. Integration with the B-52H is therefore a central part of the program’s operational concept.

U.S. Air Force and Lockheed Martin’s hypersonic Air-Launched Rapid Response Weapon (ARRW). (Image Credit: Lockheed Martin)

Tim Cahill, president of Lockheed Martin Missiles and Fire Control, said, “The ARRW production contract award showcases Lockheed Martin’s ability to develop and begin production on cutting-edge systems at unprecedented speed and scale.”.

“ARRW expands our weapon systems portfolio and launches a critical, high-precision, and sustained hypersonic capability that will enhance the U.S. Air Force’s strategic advantage across multiple domains,” he added.

ARRW Program Resumes After Testing Setbacks

ARRW’s move toward production follows a development period marked by unsuccessful flight tests, subsequent test milestones, and uncertainty over whether the Air Force would proceed with procurement. Early testing encountered technical difficulties, delaying the program and raising questions about the weapon’s development schedule and operational prospects. The Air Force nevertheless continued testing to assess the missile’s booster, separation sequence, and hypersonic glide vehicle.

A series of successful flight tests in 2022 provided important evidence that the system could achieve key elements of its intended flight profile. These tests helped demonstrate the performance of the booster and glide vehicle, although they did not by themselves establish that the missile had completed all testing and qualification requirements for operational service.

The program’s future became less certain in 2023, when the Air Force moved away from its earlier procurement plans following the mixed results of the testing campaign. The service continued to examine hypersonic weapons development while placing greater emphasis on other programs, including the Hypersonic Attack Cruise Missile (HACM). This created uncertainty over whether ARRW would proceed to full production or remain primarily a technology-development effort.

The program regained momentum after the Air Force reconsidered its hypersonic weapons procurement priorities. The March 2024 flight test demonstrated ARRW’s ability to engage a land target, although questions remained over the weapon’s performance against a wider range of targets. The Air Force later restored procurement funding in its FY2026 budget, providing for a production restart and further support for the program.

The U.S. Air Force successfully conducted an Air-Launched Rapid Response Weapon (ARRW) hypersonic missile test. Further testing and integration work will still be required before the missile can enter operational service.

The contract also establishes a production commitment and supports the expansion of manufacturing capacity needed to produce the weapon in larger quantities.

Manufacturing Capacity and Weapons Production

The ARRW production contract coincides with an expansion of Lockheed Martin’s manufacturing facilities in Troy, Alabama. The company has begun work on an additional 47,000 square feet of production space at its Building P-20 facility.

The expansion is expected to triple the facility’s existing production space and represents an investment of approximately $67 million. It is intended to increase manufacturing capacity as the program moves forward.

The expanded facility will incorporate advanced manufacturing processes, robotics, and digital technologies to support production efficiency and the manufacture of complex missile components. The additional space is also expected to generate new jobs over the next four years, adding to Lockheed Martin’s nearly 4,000 employees in Alabama. The investment comes as the U.S. defense industry faces growing demand for advanced weapons and munitions.

Lockheed Martin said it had already funded the materials, equipment, and other preparations required to begin ARRW production before receiving the latest government contract.

The facility expansion forms part of the company’s broader plan to invest between $8 billion and $9 billion through 2030 to increase manufacturing capacity and meet growing munitions demand.

Lockheed Martin artist rendering of Mk21A in flight.
