Tehran has repeatedly called for an approach based on what it describes as “endogenous security,” in which regional countries take primary responsibility for maintaining stability rather than relying on outside powers.

Following the meeting, Iranian state media reported that the four countries had agreed to continue consultations to strengthen cooperation on peace and security. Under the Mecca Joint Defense Agreement, the signatories pledged to assist one another against threats to their territorial integrity, sovereignty and internationally recognized borders.

The agreement brings together Saudi Arabia’s financial resources and influence in global energy markets, Pakistan’s military capabilities, and Turkiye’s defense industry and NATO membership. Turkish officials have stressed that the pact does not identify Iran or any other country as a common enemy and is intended to respond to attacks against its members.

The agreement’s commitments have become more urgent following an escalation in Houthi attacks on Saudi Arabia. Potential contributions could instead include air defense, electronic warfare and technical assistance.

Egypt has also moved to support Saudi Arabia. On Monday, its parliament authorized the military to assist the kingdom, strengthening the regional response as Houthi attacks continue. The Iran-aligned group has attacked Saudi airports, ports and energy facilities while advancing against Saudi-backed government forces in Yemen.

The Houthis claimed on Monday to have targeted pumping stations along Saudi Arabia’s East-West oil pipeline and King Khalid International Airport in Riyadh. Saudi Arabia had not immediately confirmed the reported attacks, while the Saudi-led coalition reported intercepting a missile fired toward the capital.

Saudi Arabia had previously warned against the use of its airport as a target, while airport operations had resumed at two terminals a day earlier.

Saudi Arabia has intensified its strikes against the Houthis following their recent advances along Yemen’s Red Sea coast. The escalation has raised concerns about the security of Saudi energy infrastructure and the potential for the conflict to spread further across the region.

Members of the Saudi-backed Yemeni government forces during clashes with Yemen’s Iran-aligned Houthis in a location given as near Al-Hazm, Yemen, on September 9, 2026. Although the agreement commits its members to assisting one another against external threats, the three governments must now determine how to strengthen Saudi Arabia’s defenses without further widening the conflict.

The situation presents a balancing act for Turkiye as it seeks to fulfil its security commitments to Saudi Arabia while maintaining diplomatic channels with Iran. Pakistan, meanwhile, has sought to use its relationships with both sides to prevent further escalation.

Pakistan Seeks Path for US-Iran Talks

Pakistan has played a central role in efforts to mediate between Tehran and Washington. According to a Pakistani official, Field Marshal Munir presented Iran with a proposed solution intended to address the interests of both countries and help end the conflict. The official did not disclose the details of the proposal.

The official added that members of the Mecca defense pact and Qatar could serve as guarantors if the proposal were accepted. Such an arrangement would build on Pakistan and Qatar’s earlier mediation efforts, which helped produce an interim peace agreement in June before fighting resumed.

The Tehran meeting also addressed the possibility of renewed U.S.-Iran negotiations. Tensions between Washington and Tehran have risen in recent days, with U.S. President Donald Trump warning that the United States could launch another military operation against Iran. Iranian security officials have also warned of potential retaliation if the United States and Israel resume attacks.

The conflict has disrupted shipping through the Strait of Hormuz, a critical route for global oil and gas supplies, and pushed up energy prices. Gulf countries have faced missile and drone threats, while the fighting has contributed to a worsening humanitarian situation in Yemen.

Iranian President Masoud Pezeshkian and Secretary of Iran’s Supreme National Security Council Mohsen Rezaei during a meeting with the chief of the Defence Forces of Pakistan, Field Marshal Asim Munir, Saudi Arabia’s Defence Minister Prince Khalid bin Salman and Turkish intelligence chief, Ibrahim Kalin in Tehran, Iran, on October 26, 2026. (Image Credit: Iran’s Presidential website/WANA)

Iran has also maintained demands concerning the conditions for ending the war. An Iranian official said before the Tehran meeting that the country’s nuclear program would not be discussed until its demands were met, including an end to the U.S. blockade of Iranian ports and the lifting of sanctions on Iranian oil exports.

The United States, meanwhile, has insisted that Iran must reduce its nuclear enrichment activities as part of any agreement to end the conflict.

Regional Approach to Security

The Tehran talks highlighted the parallel approaches now being pursued by Turkiye, Saudi Arabia and Pakistan: strengthening collective defense while maintaining diplomatic engagement with Iran.

The three countries have security interests that do not always align. Saudi Arabia maintains extensive security ties with the United States, Turkiye is a NATO member, and Pakistan has defense partnerships with several major powers. Iran, meanwhile, has called for regional security arrangements that reduce dependence on outside actors.

Despite these differences, all four countries have an interest in preventing further escalation from destabilizing the wider region. The Tehran meeting provided an opportunity to discuss those concerns directly, even as military threats and competing security commitments continue to shape regional relations.

The continuation of talks may provide a channel for addressing immediate risks, including attacks on Saudi territory, tensions around the Strait of Hormuz and the possibility of renewed fighting between Iran and the United States. Whether the discussions lead to a lasting regional security mechanism remains uncertain.

The latest meeting demonstrates that the countries involved are seeking to keep diplomatic channels open while responding to growing security threats. Their ability to sustain that engagement alongside existing defense commitments will be an important factor in determining whether regional tensions can be contained.

Saudi Arabia, Pakistan, and Turkiye’s officials attend an emergency meeting of the Makkah Alliance for Defense in Riyadh, Saudi Arabia, on October 5, 2026 (Image Credit: X/@kbsalsaud)

Senior defense officials from Turkiye, Saudi Arabia and Pakistan met with Iranian leadership in Tehran on October 26, 2026, for quadrilateral talks on regional security, efforts to prevent further military escalation, and developments across the Middle East.

"_jetpack_memberships_contains_paywalled_content":false
_jetpack_memberships_contains_paid_content":false
[44,1
75,208,372,356,8,49,71,101,1023,82,540,7,128,114
post-38490","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-middle-east","category-news","tag-conflict","tag-diplomacy","tag-houthi","tag-middle-east","tag-pakistan","tag-peace","tag-politics","tag-saudi-arabia","tag-strait-of-hormuz","tag-turkey","tag-turkiye","tag-u-s","tag-war","tag-yemen
https://i0.wp.com/www.ir-ia.com/news/wp-content/uploads/2026/10/Iran-Pakistan-Turkiye-Saudi-Arabia-officials-meeting.jpg?fit=690%2C370&ssl=1
["GET
