Ankara has argued that regional countries should coordinate their responses to security threats while pursuing diplomatic solutions to ongoing conflicts.

The ministers also discussed the Russia-Ukraine war and efforts to bring the conflict to an end. The inclusion of the issue alongside Middle Eastern security concerns reflected the broader scope of the meeting, which addressed challenges affecting both Europe and the region.

Fidan stressed that disputes should not be allowed to fuel one another or develop into wider conflicts. He also called for regional cooperation mechanisms that could help countries exchange information, coordinate diplomatic positions and respond to shared challenges.

Turkiye Emphasizes Regional Ownership

Turkiye presented regional ownership as a central principle of the R4 initiative. The approach emphasizes that countries directly affected by conflicts should play a leading role in resolving them rather than relying exclusively on outside powers.

Ahead of the talks, Fidan said regional frameworks could become credible platforms for practical cooperation. “Stability cannot simply be imported, and lasting solutions cannot be imposed from outside. Those who live with conflict must play a central role in resolving it,” he said.

Following the meetings, Fidan reiterated Turkiye’s commitment to taking responsibility for addressing regional problems. The pact aims to strengthen security through joint deterrence and promote regional stability.

Islamabad emphasized that the agreement was not directed against any other country or party. Turkiye has similarly said the arrangement is not aimed at a specific state and has indicated that the framework remains open to other countries, including Egypt.

Fidan highlighted the alliance as part of a broader approach to regional solidarity and collective security, particularly in light of threats to Saudi Arabia. The agreement also reflects efforts by the three countries to strengthen defense coordination alongside diplomatic engagement.

The R4 mechanism and the Mecca Defense Alliance remain distinct initiatives, although both involve Turkiye, Saudi Arabia and Pakistan.
