His meetings brought together two priorities for Russian diplomacy: preserving close relations with Tehran and maintaining a role in wider regional discussions involving Gulf Arab states.

The talks took place as negotiations between Washington and Tehran remained stalled following months of conflict that began with U.S. and Israeli strikes on Iran on February 28. Moscow has sought to position itself as a potential intermediary, although significant disagreements over security guarantees, maritime access and the future regional security architecture continue to complicate diplomatic efforts.

Araghchi said the discussions covered the regional crisis and the deteriorating security situation around the Strait of Hormuz. He blamed the United States and Israel for the instability and called for regional disputes to be resolved through diplomacy rather than further military action.

The Iranian foreign minister also advocated a regional security arrangement led by countries in the region without the presence of foreign forces, reflecting Tehran’s longstanding opposition to the U.S. military presence in the Gulf.

Pezeshkian, meanwhile, called for faster implementation of existing agreements between Iran and Russia, highlighting energy, trade, transportation and infrastructure as areas for closer cooperation. He also expressed support for dialogue with neighboring countries and initiatives intended to promote regional peace and stability.

Russian Foreign Minister Sergei Lavrov meeting with Iranian Foreign Minister Abbas Araghchi during his visit to Tehran, Iran, on February 25, 2025. The disruption has heightened concerns about energy supplies, international trade and the risk of a wider regional confrontation.

Lavrov called for the restoration of maritime traffic and reiterated Moscow’s position that a lasting settlement must address the broader causes of the conflict. He also called for guarantees against renewed attacks on Iran, linking the restoration of regional stability to the need to prevent further escalation.

Araghchi’s call for a regional security arrangement without foreign forces reflects Iran’s preference for a system negotiated among neighboring states rather than one dependent on an external military presence. Gulf Arab governments, however, have emphasized the need to address Iranian attacks, protect critical infrastructure and ensure freedom of navigation.

Russia has also supported previous diplomatic efforts to reduce tensions between Washington and Tehran, including a memorandum of understanding reached in June that later collapsed. The failure of that initiative underscores the difficulties facing renewed negotiations, with disagreements over security guarantees, maritime access, and the role of foreign military forces continuing to complicate efforts to reach a lasting settlement.

Collective Security Framework

Lavrov reiterated Russia’s proposal for a collective security framework involving the Gulf’s coastal states, including Iran and the six GCC members: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The initiative envisages confidence-building measures, greater transparency regarding military activities and information-sharing intended to reduce the risk of miscalculation.

Moscow has also advocated broader regional dialogue involving other affected countries and international organizations. Such a framework would seek to establish common principles for regional security and provide a mechanism for addressing disputes before they escalate into military confrontation. However, the practical details of the proposal and the extent to which the Gulf states would accept its underlying principles remain uncertain.

GCC foreign ministers with Russian Minister of Foreign Affairs Sergey Lavrov during the 9th Joint Ministerial Meeting of the Strategic Dialogue between the GCC and the Russian Federation, on October 18, 2026. (Image Credit: GCC Secretariat General)

The proposal followed Lavrov’s October 18 meeting with GCC foreign ministers in Manama, Bahrain, during the ninth joint ministerial meeting of the Russia-GCC Strategic Dialogue. Gulf officials urged Moscow to use its relationship with Tehran to encourage serious negotiations and help restore maritime traffic.

GCC Secretary-General Jasem Al Budaiwi said the member states had faced more than 7,000 Iranian ballistic missiles and drones since the conflict began, according to the council’s October 18 statement. The GCC has also called for future negotiations to address Iran’s nuclear and missile programmes, its drones and its support for regional armed groups. These demands reflect Gulf governments’ insistence that any settlement must address their security concerns rather than focus exclusively on ending direct hostilities between Iran and the United States.

Lavrov’s diplomatic efforts therefore face competing expectations. Iran seeks a regional security system that limits foreign military involvement, while the Gulf states want credible measures to prevent further attacks and protect their territory, infrastructure and maritime interests.

The Russian foreign minister also welcomed the Mecca Joint Defense Agreement signed by Saudi Arabia, Turkiye and Pakistan in August 2026. The agreement stipulates that an armed attack against one signatory will be regarded as an attack against all three. Lavrov’s remarks indicated that Russia was prepared to respect Iran’s decision on whether engagement with the three countries could contribute to regional peace and development.

Russia’s Economic Commitments to Iran

Alongside regional security, Lavrov emphasized that Moscow would continue implementing its economic and investment agreements with Tehran despite the conflict. “Despite the challenging situation … Russia has no intention of abandoning the implementation of agreements with Iran in the economic and investment spheres,” Lavrov said at a joint news conference with Araghchi.

Lavrov said bilateral trade increased by 21% in 2025 and grew by more than 10% during the first eight months of 2026. He also pointed to the free trade agreement between Iran and the Eurasian Economic Union, which took effect in May 2025, as an important mechanism for expanding commercial ties.

Remarks and answers to media questions by Foreign Minister of Russia Sergey Lavrov at a joint press conference with Foreign Minister of Iran Abbas Araghchi following Russia-Iran talks https://t.co/ux7PJzHiqp
— MFA Russia 🇷🇺 (@mfa_russia) October 19, 2026

Energy and transportation remain major areas of cooperation. Lavrov said Russian specialists were gradually returning to Iran’s Bushehr nuclear power plant after leaving during the war. He also highlighted prospects for cooperation in hydrocarbon extraction and transportation, as well as the development of regional transport links.

The planned Rasht-Astara railway is a key component of efforts to improve connectivity between Iran and Russia through the International North-South Transport Corridor. The project is intended to strengthen links between Russia, Iran and markets farther south, although its implementation remains dependent on construction progress and financing.

The comprehensive strategic partnership treaty between Russia and Iran entered into force on October 2, 2025, providing a framework for cooperation across areas including energy, trade, transportation and security. The treaty does not establish a mutual defence obligation.

Russia and Iran have expanded their political and economic ties in recent years as both countries have faced extensive Western sanctions. Their partnership also includes military-technical cooperation, although the extent of any Russian assistance to Iran during the current conflict remains a separate question from their formal bilateral agreements.

Russian Support for Iran

Lavrov’s visit has also drawn attention to questions about the assistance Moscow may be providing Tehran during the war. Russia has not entered the conflict directly, but reports citing U.S., European and Ukrainian officials have alleged that Russia has shared intelligence about the locations and movements of U.S. troops, aircraft and warships.

Ukrainian President Volodymyr Zelenskyy has also alleged that Russia has provided Iran with signals and electronic intelligence assistance. Other reports have pointed to satellite imagery and military-technical cooperation that could improve Iran’s ability to conduct attacks.

Russia’s position reflects an effort to maintain relations with Tehran while avoiding a direct confrontation with Washington. Russia has an interest in preserving a strategic partnership with Iran, but its ongoing war in Ukraine continues to place significant demands on its military and economic resources.

Russian Foreign Minister Sergei Lavrov meeting with Secretary of the Supreme National Security Council of Iran Mohsen Rezaei in Tehran, Iran on October 19, 2026. Russia is seeking to preserve its political influence in the Middle East while presenting itself as a potential mediator in a conflict that threatens regional security and international energy markets.

The war also has economic implications for Moscow. Higher oil prices can increase revenues from Russian energy exports, while disruptions to Iranian oil supplies to China could reduce competition for Russian crude in an important market. These potential benefits are offset by the risks of further instability, disrupted transport routes and unpredictable energy prices.

Lavrov has argued that diplomacy is necessary to restore regional stability and prevent a wider confrontation. However, Russia’s ability to influence the outcome will depend on whether it can reconcile the competing priorities of Iran and the Gulf states while maintaining working relations with Washington.

The Tehran meetings underscored Moscow’s commitment to continued cooperation with Iran and its preference for a diplomatic settlement.
