NATO says the drills are routine, defensive and not directed against any specific country. No live nuclear weapons will be used.

NATO Secretary-General Mark Rutte said the exercise helps ensure a safe, secure and credible nuclear capability to preserve peace, prevent coercion and deter aggression. He also described it as a demonstration of allied unity and resolve.

Steadfast Noon is an annual exercise that typically involves dozens of aircraft over approximately two weeks. It tests the procedures and coordination required to carry out NATO’s nuclear mission under its nuclear-sharing arrangements.

Nuclear Deterrence Amid Tensions With Russia

The exercise comes as Russia continues to use nuclear rhetoric during its war against Ukraine. Since launching its full-scale invasion in 2022, Moscow has repeatedly issued nuclear warnings intended to discourage Western countries from increasing their involvement in the conflict. Russia has also threatened to use all available weapons, including nuclear arms, to defend its territory, including the Kaliningrad region.

NATO maintains that its nuclear exercises are intended to deter aggression rather than prepare for an attack on a particular country. However, the continued exchange of nuclear warnings and military demonstrations has added to concerns about escalation in Europe.

Patriot air and missile defense system on display at Allied Air Command. Exercises that were traditionally kept largely out of public view now receive greater media attention, while NATO leaders make more explicit statements about their purpose.

This shift reflects an effort to demonstrate that NATO’s nuclear deterrence remains credible without changing the exercise into an operational display directed at Russia. The participation of more allies and the use of modern aircraft have also increased the exercise’s military and political significance.

Participation Expands to 17 NATO Allies

This year’s exercise includes Finland and Sweden, which joined NATO in 2023 and 2024, respectively. Their participation reflects the expansion of allied involvement following the enlargement of the alliance in northern Europe.

NATO’s nuclear-sharing arrangements involve the United States maintaining nuclear weapons in Europe, while selected allies provide aircraft, trained crews and supporting capabilities for potential nuclear missions. The United States retains control over its nuclear weapons.

Belgium, Germany, Italy and the Netherlands have long participated in these arrangements. The United Kingdom and Türkiye also host U.S. nuclear weapons, although the weapons stationed there are intended for delivery by U.S. Air Force aircraft rather than the host countries’ air forces.

The growing role of fifth-generation aircraft, including the F-35A, is another development in NATO’s nuclear readiness. Aircraft configured for nuclear missions offer improved sensors, connectivity, and survivability in heavily defended environments. Their integration into allied forces also creates opportunities to strengthen coordination between participating countries.

Although the exercise focuses on the air domain, NATO’s wider deterrence posture depends on cooperation among conventional and nuclear forces, intelligence services, logistics networks, and command structures.

A German Tornado conducts air operations during Exercise Steadfast Noon out of Volkel Air Base, Netherlands, on October 17, 2024. Allies can contribute personnel, airspace, air bases, intelligence, logistics, air defense and other conventional capabilities that support collective deterrence.

A broader approach would help participating forces develop a stronger understanding of the military, political and operational dimensions of nuclear deterrence. It would also give more allies a role in planning and supporting the alliance’s nuclear mission.

Future exercises could place greater emphasis on coordination between nuclear-capable aircraft and other military capabilities, including integrated air and missile defense, long-range precision strike, electronic warfare, cyber operations and space-based systems. Such integration would reflect the increasingly interconnected nature of modern military operations.

Expanding geographical participation across northern, central and eastern Europe could also improve coordination and demonstrate the alliance’s ability to operate across its territory. Any expansion would need to preserve operational security and avoid unnecessary escalation.

France’s independent nuclear deterrent is another consideration for NATO’s longer-term planning. Paris has been developing the concept of dissuasion avancée, or forward deterrence, which could create opportunities for closer coordination with European allies. France’s nuclear forces remain independent and are not formally integrated into NATO’s nuclear-sharing arrangements.

Nuclear Signaling Raises Wider Security Concerns

Steadfast Noon takes place amid a wider series of nuclear-related military demonstrations by nuclear-armed states. France recently tested its M51.3 submarine-launched ballistic missile in the North Atlantic, with President Emmanuel Macron observing the launch. The test demonstrated France’s strategic nuclear capabilities at a time of heightened tensions with Russia.

The United States regularly conducts tests of its intercontinental ballistic missiles over the Pacific, while China has also carried out a submarine-launched ballistic missile test in the region. India has tested an upgraded ballistic missile over the Bay of Bengal, and North Korea continues to conduct missile tests to demonstrate its military capabilities.

NATO allies conducting nuclear exercise Steadfast Noon. (Image Credit: NATO SHAPE Public Affairs Office)

These activities reflect the continuing role of nuclear weapons in national security strategies. Nuclear deterrence relies on convincing potential adversaries that a country has both the capability and the resolve to respond to an attack. At the same time, repeated threats, exercises and demonstrations can increase mistrust and the risk of miscalculation.

The International Campaign to Abolish Nuclear Weapons has criticized the escalation of nuclear exercises and public signaling. Its executive director, Melissa Parke, has argued that rehearsals for nuclear conflict increase risks for civilians and that the consequences of a nuclear detonation would overwhelm existing emergency-response capabilities.

NATO maintains that credible deterrence is necessary to prevent aggression. The challenge for the alliance is to demonstrate readiness and political unity while limiting the risk that nuclear signaling contributes to further escalation.

Testing Readiness and Allied Unity

Steadfast Noon 2026 highlights NATO’s continued reliance on nuclear deterrence as part of its collective defense posture. The exercise tests the procedures, aircraft operations, and coordination required to carry out the alliance’s nuclear mission, while providing an opportunity for allies to strengthen their understanding of deterrence.

The increasing participation of allied countries, the integration of modern aircraft, and greater public communication have made the exercise more visible. Further development could broaden the role of non-nuclear capabilities and allow more allies to contribute to the planning and support of nuclear deterrence.

As the exercise continues through October 23, NATO faces the task of maintaining a credible deterrent amid tensions with Russia while ensuring that its military preparations and public messaging do not unnecessarily increase the risk of nuclear escalation.

NATO AWACS operating out of Forward Operating Base Aktion, Greece during exercise Ramstein Flag 24.
