The training builds on previous exercises and follows Steadfast Deterrence 2026, which focused on activating NATO’s strategic defense plans. Steadfast Duel moves the process toward its implementation in a simulated operational environment.

NATO’s three Joint Force Commands are training simultaneously while maintaining their normal responsibilities. Gen. Ruprecht von Butler, commander of the Joint Warfare Centre, said the exercise is intended to test NATO’s defense plans, readiness and interoperability in a period of strategic competition.

He also highlighted its role in exercising the alliance’s wider framework of plans for deterring threats and defending the Euro-Atlantic region.

By bringing together national and multinational headquarters, Steadfast Duel seeks to identify gaps in planning, communications, and interoperability before they affect real-world operations. The parallel training tests how U.S. and allied headquarters coordinate operations at and above the corps level, strengthening links between national command structures and NATO’s wider military framework.

Headquarters Supreme Allied Commander Transformation is also conducting experiments under its Audacious Training framework. These activities examine multi-domain operations, cognitive warfare and escalation dynamics, helping NATO assess how its forces can respond to increasingly complex military challenges.

The Joint Warfare Centre is supporting a medical capability experiment with SHAPE counterparts. National hackathon teams from Belgium, Canada and the Netherlands are also participating, bringing additional technical expertise into the exercise.

Another focus is the use of artificial intelligence to support military training. The Joint Warfare Centre is advancing its NATO Maven Smart System capabilities through the AI in Audacious Training Initiative.

Col. Kevin Rafferty, the center’s deputy chief of staff for operations, said artificial intelligence-enabled platforms can improve the speed and effectiveness of large-scale exercises.

He noted that the growing scope of NATO training has required the center to adapt its planning methods. Under the alliance’s campaign approach to exercises, planners have less time to prepare, while more nations and command structures participate directly.

NATO AIRCOM participates in Steadfast Duel 24 Exercise. The exercise tests not only individual headquarters but also the connections between command structures, national forces and supporting organizations.

The inclusion of cyber operations, electronic warfare, space-related activities and artificial intelligence reflects the growing complexity of military planning. It also highlights the importance of secure information-sharing, rapid decision-making and coordination across different operational domains.

By testing these capabilities in a simulated conflict, NATO aims to strengthen its ability to deter potential threats and defend allied territory.
