The visit highlights ongoing U.S.-Norwegian defense cooperation and NATO’s focus on maritime security in the High North.

The visit is part of routine U.S. and allied submarine operations across northern Europe and the Arctic. Grotsund provides logistical support for allied naval vessels, including replenishment, routine maintenance, and crew rest.

Another Virginia-class submarine, USS Delaware, visited the port on September 1, reflecting the port’s growing role in supporting allied undersea operations in the region.

Capt. David Beam, deputy commodore of Task Force 69, said the visit reflected the strong relationship between the United States and Norway, a key NATO ally. He said security and stability in the High North were important to the collective defense of Europe and North America.

Beam also thanked Norway for its continued cooperation, port facilities and hospitality. During the stop, USS Oregon’s crew will visit Tromsø and engage with the local community.

Supporting NATO’s Northern Flank

The U.S. Navy describes submarine operations in the High North and Norwegian Sea as a longstanding part of NATO’s collective defense.

Operating above the Arctic Circle is standard practice for forward-deployed naval forces, which regularly train alongside the Royal Norwegian Armed Forces to maintain maritime awareness and operational interoperability.

A Norwegian F-35 jet and the Norwegian submarine KNM Uredd are conducting a joint training mission in Vagsfjord during Exercise Joint Viking 23. The Norwegian Sea and surrounding Arctic approaches are strategically important because they link the North Atlantic to waters near Russia’s Northern Fleet operating areas.

Norway’s geographic position and port infrastructure provide allied forces with access to the region. Facilities such as Grotsund allow visiting vessels to receive logistical support closer to their operating areas, helping sustain deployments and strengthen cooperation between U.S. and Norwegian forces.

The repeated visits by USS Delaware and USS Oregon demonstrate the continued use of Norwegian facilities by U.S. submarines. However, the Navy has not disclosed any specific operational mission for USS Oregon during this port call.

USS Oregon and the Virginia-Class Submarine

USS Oregon (SSN 793) is the U.S. Navy’s 20th Virginia-class nuclear-powered attack submarine and its second Block IV vessel. Commissioned in 2022, it is designed to conduct a wide range of missions in coastal waters and the open ocean.

The Block IV configuration reduces the number of scheduled major maintenance overhauls from four to three compared with Block III submarines. This improvement is intended to increase operational availability by allowing each submarine an additional deployment period over its service life. Ten submarines were planned for the Block IV variant.

General Dynamics Electric Boat Submarine Program delivers USS Oregon (SSN-793) Attack Submarine to the U.S. Navy. They can also strike land targets using Tomahawk cruise missiles.

Their combination of stealth, endurance, and advanced sensors makes them important assets for monitoring maritime activity and operating in contested waters. In northern Europe, these capabilities can support surveillance, undersea warfare, and the protection of allied maritime routes.

US Naval Presence in Europe

The deployment forms part of the broader activities of U.S. 6th Fleet, headquartered in Naples, Italy. The fleet conducts naval and joint operations across Europe and Africa, working with NATO allies and other partners to support regional security and U.S. interests.

Regular submarine operations allow the United States and Norway to improve coordination and strengthen their ability to operate in the challenging maritime conditions of the High North.

Access to Norwegian ports and joint training also help NATO maintain a sustained naval presence across the North Atlantic and Arctic approaches.

USS Oregon’s port visit is a scheduled stop rather than a publicly announced new combat deployment. Nevertheless, it illustrates the continuing role of U.S. nuclear-powered attack submarines and Norwegian support facilities in NATO’s northern defense posture.

U.S. Navy Sailors handle mooring lines aboard fast-attack submarine USS Oregon (SSN 793) as the submarine arrives at the Port of Grøtsund, Norway, Oct. 6, 2026.
