The European Union is reviewing Ukraine\u2019s request to use billions of euros from a $105 billion support loan to purchase PAC-3 interceptor missiles for its Patriot air defense systems, marking the first formal request by Kyiv to use the loan for U.S.-made weapons.<\/strong><\/p>\n\n\n\n European officials confirmed the request this week as Ukraine faces an increasingly serious shortage of ballistic missile interceptors amid continued Russian air attacks on Kyiv, Odesa and other Ukrainian cities.<\/p>\n\n\n\n European Commission President Ursula von der Leyen confirmed the request on Sept. 2 following discussions with NATO Secretary General Mark Rutte.<\/p>\n\n\n\n \u201cWe will keep supporting Ukraine, including with European air defense and PAC-3 Patriot systems,\u201d von der Leyen wrote on X, adding that \u201cWe will work closer than ever with NATO. And deter anyone who attacks our freedom and security.\u201d<\/p>\n\n\n\n The European Commission is now considering whether to exempt Ukraine from the loan\u2019s procurement rules, which prioritize European and Ukrainian defense products.<\/p>\n\n\n\n The European decision comes as Ukraine is dealing with sustained Russian aerial attacks and a critical shortage of air defense interceptors. Ukraine\u2019s Defense Minister Yevhenii Khmara has urged international partners to increase support for the country\u2019s air defense capabilities and accelerate access to European financial assistance.<\/p>\n\n\n\n \u201cUkraine calls on partners to allocate national budget funds for the procurement of Ukrainian drones, expedite the provision of the EU loan, and resume discussions on the use of frozen Russian assets,\u201d Khmara said.<\/p>\n\n\n\n He said Ukraine currently faces a $27 billion defense budget deficit and argued that continued European support for Ukraine would also strengthen Europe\u2019s own security. \u201cEvery euro invested in Ukraine\u2019s defense is an investment in European security,\u201d Khmara said.<\/p>\n\n\n The request for PAC-3 missiles comes as Ukraine seeks to maintain its ability to protect major cities, critical infrastructure and military facilities against Russian ballistic and other aerial threats.<\/p>\n\n\n\n The Patriot system is one of Ukraine\u2019s most important tools for defending against advanced missile threats. PAC-3 interceptors are specifically designed to counter ballistic missiles, making additional supplies particularly important as Kyiv prepares for another difficult autumn and winter.<\/p>\n\n\n\n The European Council finalized the $105 billion loan, originally worth \u20ac90 billion, in April after months of negotiations. The package allocates about $70 billion, or \u20ac60 billion, for defense procurement and roughly $35 billion for general budget support.<\/p>\n\n\n\n However, the loan was designed to strengthen European defense production and encourage Ukraine to purchase weapons manufactured within the EU or Ukraine.<\/p>\n\n\n\n Under the rules, non-EU and non-Ukrainian content is generally limited to 35% of the value of an individual purchase. Because PAC-3 interceptors are manufactured in the United States, Ukraine\u2019s request does not automatically qualify under the existing rules.<\/p>\n\n\n\n Kyiv therefore needs the EU to approve a formal exemption allowing the American-made missiles to be purchased with funds from the loan.<\/p>\n\n\n\n Von der Leyen said on September 2 that the exemption review was \u201cmoving in the right direction\u201d and that EU representatives were expected to make a decision on the issue on Monday.<\/p>\n\n\n\n Ukraine has already received a similar exemption. In April, the EU allowed Kyiv to use part of the financing for Chinese-made drone components, establishing a precedent that European officials can consider when reviewing the PAC-3 request.<\/p>\n\n\n The latest request could therefore test how flexible the EU is prepared to be when Ukraine needs weapons that are not produced inside the bloc.<\/p>\n\n\n\n The debate over PAC-3 procurement comes as European security officials are also assessing the possibility of a new wave of Russian missile attacks during the autumn and winter months.<\/p>\n\n\n\n The Foreign Intelligence Service of Ukraine held talks with national security advisers to European leaders to discuss Russia\u2019s strategic intentions and possible international measures aimed at forcing Moscow to end the war.<\/p>\n\n\n\n One of the main issues discussed was Russia\u2019s preparations for the autumn-winter period. Ukrainian intelligence officials warned that Russia could intensify ballistic missile attacks against critical infrastructure in Ukraine while also potentially carrying out provocations against European NATO members.<\/p>\n\n\n\n \u201cRussia has stockpiled around 400 hypersonic missiles of various types for this purpose. In addition, additional launchers have been deployed in the bordering Bryansk, Kursk, and Voronezh regions,\u201d the Foreign Intelligence Service of Ukraine said.<\/p>\n\n\n\n The assessment highlights the broader security concerns facing European countries as Ukraine prepares for another winter of Russian attacks on its energy infrastructure and other critical facilities.<\/p>\n\n\n\n The potential shortage of interceptors has become particularly important because ballistic missiles can place significant pressure on Ukraine\u2019s air defense network, requiring expensive interceptors to protect high-value targets.<\/p>\n\n\n
