Chinese President Xi Jinping visited Cairo on September 2, 2026, for talks with Egyptian President Abdel Fattah Al Sisi, as Beijing seeks to deepen its economic, diplomatic and security ties with Egypt and expand its role in a Middle East undergoing major geopolitical changes.<\/strong><\/p>\n\n\n\n

Xi\u2019s visit is his first trip to the Middle East since 2022 and comes at a time when months of conflict involving Iran and the United States have disrupted regional trade, affected economies and raised questions about Washington\u2019s long-term role in the region.<\/p>\n\n\n\n

Sisi welcomed Xi with a military ceremony in Cairo. During their talks, Xi called on Middle Eastern countries to become \u201cmasters of their own destiny\u201d and consider establishing a new regional \u201csecurity architecture,\u201d according to China\u2019s state news agency Xinhua.<\/p>\n\n\n\n

Xi also urged China and Egypt to oppose what he described as \u201cunilateralism and acts of bullying\u201d and called for cooperation toward a more just and equitable global governance system.<\/p>\n\n\n\n

The visit reflects Beijing\u2019s broader effort to strengthen relations with countries across the Middle East while presenting China as a diplomatic and economic partner at a time of growing uncertainty in the region.<\/p>\n\n\n\n


China and Egypt Expand Strategic Cooperation<\/strong><\/p>\n\n\n\n

China and Egypt agreed to deepen security cooperation and counterterrorism coordination, while also expanding economic cooperation in several strategic areas.<\/p>\n\n\n\n

The two sides agreed to increase cooperation in data centers, semiconductors and critical metals supply chains. They also agreed to strengthen the use of their respective currencies in trade and investment, according to a joint statement.<\/p>\n\n\n\n

The agreements underline the increasingly broad nature of the China-Egypt relationship, which now extends beyond traditional trade and infrastructure projects into technology, supply chains, finance and security.<\/p>\n\n\n

Egypt has become an important economic partner for China because of its large domestic market and strategic location. The country is home to more than 110 million people and controls the Suez Canal, a critical maritime route connecting Asia, Europe and the Middle East.<\/p>\n\n\n\n

Egypt imported about $10 billion worth of Chinese goods during the first half of this year, highlighting the scale of bilateral trade.<\/p>\n\n\n\n

Chinese investment in Egypt has also expanded significantly since Sisi visited China and the two countries signed a strategic partnership agreement in 2014. Chinese companies have invested billions of dollars in Egyptian infrastructure and other projects, including ports and industrial facilities.<\/p>\n\n\n\n

China views Egypt\u2019s location as particularly valuable because the country connects the Middle East, Africa and Europe while playing an important role in international shipping.<\/p>\n\n\n\n


Xi Promotes Regional Security Cooperation<\/strong><\/p>\n\n\n\n

Security was central to Xi\u2019s visit, with the Chinese president calling for Middle Eastern countries to play a greater role in shaping the region\u2019s security arrangements.<\/p>\n\n\n\n

His proposal for a new regional security architecture comes as conflicts have placed pressure on existing security arrangements and raised concerns over the reliability of established international partnerships.<\/p>\n\n\n\n

Xi also said China was ready to work with countries in the region to safeguard shipping routes. Maritime security has become increasingly important following disruptions to shipping around the Strait of Hormuz and the Bab al-Mandab. Both waterways are critical to global trade and energy supplies, making their security an issue extending well beyond the Middle East.<\/p>\n\n\n\n

China\u2019s willingness to cooperate on regional maritime security could give Beijing a larger role in an area where the United States has traditionally maintained a significant military presence.<\/p>\n\n\n

The two countries\u2019 expanding military relationship was already visible last month during the \u201cEagles of Civilization\u201d exercises involving Chinese and Egyptian forces. The drills included an air combat exercise involving Chinese-made J-16 fighter jets and French-made Rafale aircraft.<\/p>\n\n\n\n

The exercises demonstrated Egypt\u2019s willingness to develop military cooperation with China while continuing to maintain defense ties with the United States and other Western countries.<\/p>\n\n\n\n


Egypt Seeks Strategic Balance<\/strong><\/p>\n\n\n\n

Closer ties with China form part of Cairo\u2019s broader effort to diversify its international partnerships. Egypt remains an important U.S. defense partner and receives about $1.3 billion annually in U.S. military assistance. At the same time, Cairo has increasingly sought stronger relationships with China and other major powers.<\/p>\n\n\n\n

Sisi has described this approach as a policy of \u201cstrategic balance,\u201d reflecting Egypt\u2019s effort to maintain relationships with competing global powers as international rivalry increases.<\/p>\n\n\n\n

The approach allows Egypt to attract investment, strengthen military and technological cooperation, and expand its diplomatic options without abandoning its long-standing relationship with Washington.<\/p>\n\n\n\n

Xi\u2019s visit therefore carries significance beyond bilateral relations. It demonstrates China\u2019s growing ability to engage with a country that remains closely connected to the United States while simultaneously strengthening its relationship with Beijing.<\/p>\n\n\n\n

Egypt also joined the BRICS grouping in 2024 after being invited to participate in the bloc of major emerging economies. China Expands Economic and Diplomatic Influence<\/strong><\/p>\n\n\n\n

Egypt offers both economic opportunities and significant diplomatic value to China. Its large population provides a substantial market for Chinese companies, while its position along the Suez Canal gives China an important connection to one of the world’s busiest trade corridors.<\/p>\n\n\n\n

Egypt also carries diplomatic weight across the Arab world and Africa and has an important role in discussions concerning the Palestinian issue. Xi\u2019s visit comes as China continues to present itself as a country capable of engaging with different sides of regional disputes without the same military footprint maintained by Washington.<\/p>\n\n\n\n

Beijing has increasingly emphasized dialogue, economic development and political cooperation as tools for strengthening its position in the Middle East. That approach has gained additional relevance as regional countries reassess their relationships with major powers following the latest conflicts and disruptions to trade.<\/p>\n\n\n\n

China\u2019s growing engagement does not mean Egypt is abandoning its relationship with the United States. Instead, Cairo appears to be pursuing a broader strategy in which relations with Washington, Beijing and other major powers coexist.<\/p>\n\n\n\n

Xi\u2019s visit also comes against the backdrop of China\u2019s broader expansion across the Middle East. Beijing has developed extensive economic relationships with Gulf states and other regional countries and has sought a larger diplomatic role in regional affairs.<\/p>\n\n\n\n

The current regional environment provides China with additional opportunities to strengthen those relationships. The disruption of major shipping routes has highlighted the economic consequences of regional instability, while continuing conflict has increased interest among Middle Eastern governments in maintaining diversified diplomatic and security partnerships.<\/p>\n\n\n\n

China\u2019s offer to cooperate on shipping security, combined with its growing economic presence, could allow Beijing to increase its influence without attempting to replace existing regional security structures immediately.<\/p>\n\n\n

At the same time, closer cooperation with Egypt gives Beijing access to a country that occupies a strategically important position between the Middle East, Africa and Europe. Xi and Sisi also marked 70 years of diplomatic relations between China and Egypt, with both sides emphasizing the long-term nature of their partnership.<\/p>\n\n\n\n

The visit was accompanied by a visible display of friendship in Cairo, where Chinese and Egyptian flags were placed along major streets, and images highlighting both countries\u2019 historical landmarks were displayed. The symbolism reflects the importance both governments attach to the relationship.<\/p>\n\n\n\n

Xi\u2019s call for a new regional security architecture adds a strategic dimension to what would otherwise be a largely economic and diplomatic visit. It indicates that China wants its expanding Middle East presence to include a greater role in regional security discussions.<\/p>\n\n\n\n
