{"id":37468,"date":"2026-09-01T10:03:12","date_gmt":"2026-09-01T07:03:12","guid":{"rendered":"https:\/\/www.ir-ia.com\/news\/?p=37468"},"modified":"2026-09-01T10:05:34","modified_gmt":"2026-09-01T07:05:34","slug":"turkiye-saudi-arabia-and-pakistan-hold-first-ministerial-meeting-of-mecca-joint-defense-agreement","status":"publish","type":"post","link":"https:\/\/www.ir-ia.com\/news\/turkiye-saudi-arabia-and-pakistan-hold-first-ministerial-meeting-of-mecca-joint-defense-agreement\/","title":{"rendered":"Turkiye, Saudi Arabia and Pakistan hold first ministerial meeting of Mecca Joint Defense Agreement"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>7 minute read<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Turkiye, Saudi Arabia and Pakistan have begun putting their new mutual defense agreement into operation, with senior officials from the three countries meeting in Istanbul on August 31, 2026, to establish mechanisms for closer military and political coordination.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting follows the signing of the Mecca Joint Defense Agreement on August 7, which commits the three countries to treat an armed attack against any one of them as an attack against all three.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agreement brings together Turkiye, which has NATO\u2019s second-largest military, nuclear-armed Pakistan, and Saudi Arabia, a major Gulf power and leading oil exporter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first meeting of the new framework comes as the Middle East faces continuing military tensions involving the United States, Iran and Israel, as well as attacks affecting Gulf states and regional shipping routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>New Defense Framework<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Istanbul meeting is focused on creating the institutional structure needed to implement the agreement. Foreign and defense ministers and the chiefs of the three countries\u2019 armed forces are taking part.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkiye was represented by Foreign Minister Hakan Fidan, Defense Minister Yasar Guler and Chief of the General Staff Selcuk Bayraktaroglu. Pakistan\u2019s delegation was led by Deputy Prime Minister and Foreign Minister Ishaq Dar and includes Defense Minister Khawaja Asif and Chief of Army Staff Field Marshal Asim Munir.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saudi Arabia\u2019s Foreign Minister Faisal bin Farhan Al Saud, Defense Minister Khalid bin Salman, and Chief of the General Staff Fayyad Al Ruwaili led their country\u2019s delegation for talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The talks addressed international security developments as well as practical areas of military cooperation, including improving defense capabilities, increasing interoperability between the armed forces, conducting joint exercises, and expanding cooperation in the defense industry.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">Deputy Prime Minister\/Foreign Minister Senator Mohammad Ishaq Dar <a href=\"https:\/\/x.com\/MIshaqDar50?ref_src=twsrc%5Etfw\">@MIshaqDar50<\/a> attended the inaugural meeting of the Strategic Political and Defence Committee, established under the Makkah Joint Defence Agreement, alongside Defence Minister Khawaja Muhammad Asif <a href=\"https:\/\/x.com\/KhawajaMAsif?ref_src=twsrc%5Etfw\">@KhawajaMAsif<\/a> and\u2026 <a href=\"https:\/\/t.co\/kxsrmbLykk\">pic.twitter.com\/kxsrmbLykk<\/a><\/p>\u2014 Ministry of Foreign Affairs &#8211; Pakistan (@ForeignOfficePk) <a href=\"https:\/\/x.com\/ForeignOfficePk\/status\/2094402480138272955?ref_src=twsrc%5Etfw\">August 31, 2026<\/a><\/blockquote> <script async=\"\" src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Joint production, research and development were also discussed as part of the broader defense cooperation between the three countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agreement has also led to the creation of a Strategic Political and Defense Committee, which will provide a mechanism for regular coordination between the three governments and their military establishments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkish Foreign Minister Hakan Fidan said after the Istanbul talks that a permanent secretariat for the new alliance had been established in Riyadh. He said the first secretary-general would be appointed from Pakistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The creation of the secretariat marks an important step toward giving the agreement a permanent institutional structure rather than leaving it as a political declaration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Alliance Remains Open to Expansion<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three countries have described the agreement as defensive and said it does not seek to replace their existing alliances or defense arrangements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fidan also said the framework remains open to other countries in the region. Turkish President Recep Tayyip Erdogan has previously indicated that Egypt could potentially join the arrangement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Egypt has already participated in separate talks with Turkiye, Saudi Arabia and Pakistan on regional security and efforts to address the conflict involving the United States and Iran. However, Cairo was not among the original signatories of the Mecca agreement. Bangladesh has also publicly expressed interest in joining the new defense framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other Gulf states could eventually become candidates as the alliance develops. (Image Credit: Turkish Minister of Foreign Affairs\/X\/@HakanFidan)<\/sup><\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">The pace of expansion is likely to depend on how the alliance defines its military commitments and develops its institutional structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Regional Tensions Add Urgency<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The defense agreement was signed against a backdrop of major instability across the Middle East. The United States and Israel launched military operations against Iran on February 28, beginning a conflict that has continued for more than six months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fighting has increased concerns among Gulf countries about missile attacks, threats to energy infrastructure and the security of strategic waterways.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iran has launched attacks involving missiles and drones during the conflict, while Tehran-backed Houthi forces have also posed a threat to shipping in the Red Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest escalation came on Monday, when the U.S. military said it had struck two Islamic Revolutionary Guard Corps rocket launchers on Larak Island in the Strait of Hormuz.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iran subsequently said it had launched attacks against U.S. military positions in Jordan and the United Arab Emirates. Jordan and the UAE denied that the bases had been hit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The renewed fighting highlights the security environment in which Turkiye, Saudi Arabia and Pakistan are attempting to build their new defense mechanism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pakistan has simultaneously sought to maintain a diplomatic role between Iran and the United States. The agreement states that an armed attack against one member will be considered an attack against all three, making it similar in principle to NATO\u2019s collective-defense provision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the three countries do not currently have the integrated military command structure, standing joint force or extensive institutional machinery that supports NATO\u2019s collective-defense system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new secretariat and Strategic Political and Defense Committee are therefore expected to play an important role in defining how the agreement will function during a crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Questions remain over how the three governments would coordinate a response to an attack, what military assistance would be required and how quickly decisions could be made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three countries are instead beginning with areas where cooperation can be developed more immediately, including joint exercises, military interoperability, defense technology and industrial cooperation. Their combined military capabilities also provide a broad base for deeper cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkiye brings a large NATO-standard military and an expanding defense industry, particularly in unmanned systems, missiles, naval platforms and other indigenous technologies. Pakistan contributes extensive military experience and a nuclear deterrent, while Saudi Arabia provides substantial financial resources and a growing defense-industrial base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greater cooperation between the three could therefore extend beyond traditional military coordination into joint development, production, and procurement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The emergence of the Mecca defense framework reflects a broader effort by regional powers to strengthen their own security arrangements as the Middle East becomes increasingly unstable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkiye has continued to pursue greater strategic autonomy while remaining a NATO member. Saudi Arabia has been seeking to diversify its security partnerships while maintaining its long-standing relationship with the United States.
