South Korean officials said the drills would continue as scheduled, despite Trump\u2019s comments, while Seoul and Washington continued consultations over the future of their military cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump argued that the large-scale exercises with South Korea are unnecessarily costly and send what he called a hostile message to North Korea. He also complained that South Korea had declined a U.S. request to assist in the Iran conflict despite the presence of tens of thousands of American troops on the Korean Peninsula.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision has raised fresh questions about the future of the U.S.-South Korea alliance and Washington\u2019s broader security commitments in Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump made his position clear in a social media post on Sunday, saying the exercises were \u201ctoo late to cancel\u201d but instructing Secretary of War Pete Hegseth to reduce them substantially.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBased on the fact that it is too late to cancel, I have instructed Secretary of War, Pete Hegseth, to substantially reduce the Joint Military Exercises!\u201d Trump wrote. \u201cThese exercises are not only costly, with much of these costs paid for by the United States of America (as usual!), but send a signal that is totally inappropriate and hostile,\u201d Trump said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump also directly connected the decision to South Korea\u2019s refusal to assist the United States in its campaign against Iran. \u201cWhile somewhat unrelated (?), I recently asked the President of South Korea if they would like to join U.S. in the Denuclearization of the Islamic Republic of Iran, and they said, \u2018No thanks!\u2019\u201d he wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to reporters at the White House on Monday, Trump gave a more detailed explanation. \u201cI called him. I said, \u2018Would you like to give U.S. a little hand? We don\u2019t need help with Iran, but if you\u2019d like, give U.S. a hand with Iran.\u2019 He said, \u2018No thanks,\u2019 and I said, \u2018Wait a minute. We have 39,000 soldiers over there, guarding you from Kim Jong-un, your next-door neighbor, and you\u2019re not going to help U.S. on a very easy military operation in Iran. Trump later summed up his position by saying: \u201cAll I want is fairness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>South Korea Says Exercises Will Continue<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite Trump\u2019s announcement, South Korea\u2019s defense ministry said the Ulchi Freedom Shield exercises were proceeding as planned. The drills began Monday and are scheduled to continue until August 27, 2026. About 18,000 South Korean troops are expected to participate, according to information provided by military officials before the exercises began.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The South Korean presidential office said Washington and Seoul had maintained close coordination over military training and would continue working together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seoul also said it hoped Trump\u2019s relationship with Kim could help restart meaningful dialogue with North Korea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe government hopes that the friendly relationship between the leaders of the United States and North Korea will lead to meaningful U.S.-North Korea dialogue, thereby opening discussions aimed at advancing peace and stability on the Korean Peninsula,\u201d the presidential office said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It added that Seoul would make diplomatic efforts as a \u201cpace-setter\u201d while remaining in close coordination with Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korea has also been involved in diplomatic efforts surrounding the Iran conflict, including discussions over a ceasefire and the restoration of freedom of navigation through the Strait of Hormuz. The training is designed to improve the ability of the two militaries to operate together and respond to a range of security threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">North Korea has consistently condemned the exercises, describing them as preparations for an attack. Pyongyang has again criticized the drills this year, calling them \u201ca rehearsal for an aggressive war.\u201d Washington and Seoul reject that characterization and say the exercises are defensive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision to reduce the drills has already drawn criticism in the United States. Senator Mark Kelly said the exercises are necessary to ensure that American and South Korean forces remain prepared to respond to a potential attack. \u201cHollowing out these joint exercises is shortsighted and a mistake,\u201d Kelly said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security experts have also warned that reducing the exercises could weaken military coordination between the two allies. \u201cU.S.-South Korea combined defense exercises are essential for military forces to be ready and capable of doing their jobs,\u201d said Leif-Eric Easley, a professor at Ewha University in Seoul.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cScaling them back can damage alliance coordination, slow the process of South Korea taking on greater responsibility for its own defense, and weaken deterrence against possible conflicts in Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe cost savings from downsizing drills are marginal, while the diplomatic benefits for relations with North Korea are doubtful.\u201d The concern is particularly significant as North Korea continues to develop its nuclear and missile capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pyongyang has carried out ballistic missile tests in recent days, including launches detected by South Korea, the United States and Japan. The latest tests came shortly before the start of the joint exercises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">North Korea has also strengthened military cooperation with Russia. About 28,500 U.S. military personnel are stationed in South Korea, providing a central element of the alliance\u2019s deterrence strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Trump-Kim Relations<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s decision also reflects his long-standing argument that the annual exercises are unnecessarily provocative toward North Korea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his first presidency, Trump suspended major US-South Korean military exercises in 2018 while pursuing diplomacy with Kim. He described the drills at the time as provocative and argued that stopping them would save the United States significant amounts of money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exercises were also reduced in 2020 because of the Covid-19 pandemic. Trump has again signaled that he wants to reopen a channel with Kim. He recently posted an old photograph of the two leaders from their 2019 meeting and described them as great friends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The relationship between Washington and Pyongyang, however, has remained frozen since diplomatic efforts collapsed in 2019. North Korea has since expanded its nuclear and missile programs and deepened its military relationship with Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A renewed US-North Korea dialogue could therefore be difficult to achieve, even if Washington reduces military activity around the Korean Peninsula. The South Korean government has welcomed the possibility of renewed talks. Seoul has also proposed discussions with North Korea on formally ending the Korean War, which technically remains unresolved because the 1953 armistice stopped the fighting without producing a peace treaty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That creates a complicated situation for South Korea. He has argued that allies should contribute more to their own security and provide greater support when the United States becomes involved in overseas conflicts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korea, meanwhile, views the American military presence as a critical part of its defense against North Korea. The issue has become more complicated because Seoul does not want to become directly involved in the war with Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, South Korea committed $350 billion toward investment in the United States in an effort to strengthen economic ties and ease tensions with Washington. President Lee Jae Myung has also previously described Trump as a peacemaker and expressed support for renewed engagement with Pyongyang.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s latest decision nevertheless shows that disagreements over burden-sharing and military responsibilities remain unresolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The timing is also significant. The United States has been shifting military attention toward the Middle East as the Iran conflict continues.
