The U.S. Department of War has signed seven-year framework agreements with Boeing and RTX to increase production of critical components for the Standard Missile-3 (SM-3), as Washington seeks to strengthen its missile defense capacity and replenish interceptor stocks.<\/strong><\/p>\n\n\n\n

The agreements cover components for the SM-3 Block IB and the newer Block IIA variants, which are key elements of the U.S. Navy’s sea-based ballistic missile defense architecture. Both variants operate with the Aegis Ballistic Missile Defense System and are designed to intercept ballistic missiles outside the atmosphere.<\/p>\n\n\n\n

The Pentagon said the agreements would strengthen production of ship-launched interceptors that provide missile defense for the United States and its allies.<\/p>\n\n\n\n

\u201cThese agreements ensure our Warfighters get the munitions they need to win,\u201d Michael P. Duffey, undersecretary of defense for acquisition and sustainment, said. \u201cWe are stabilizing our supply chains, expanding munitions production and putting our entire defense industrial base on a wartime footing.\u201d<\/p>\n\n\n\n


Long-Term Production Framework<\/strong><\/p>\n\n\n\n

The new arrangements are not yet multiyear production contracts. Instead, they are designed to give Boeing and RTX greater certainty about future demand while the Pentagon works toward longer-term procurement agreements.<\/p>\n\n\n\n

Under the framework, Boeing will increase production of avionics and ejector assemblies that are supplied to Raytheon, an RTX company and the prime contractor for the SM-3. The arrangements cover both the Block IB and Block IIA variants.<\/p>\n\n\n\n

The agreements run for seven years and allow Boeing to begin producing components before a final multiyear contract is concluded. The approach is intended to give suppliers confidence to invest in additional manufacturing capacity and strengthen the wider missile supply chain.<\/p>\n\n\n\n

Boeing said the agreements provide a clearer indication of future demand for SM-3 interceptors. \u201cThis gives the U.S. a clear demand signal to build and deliver SM-3 interceptors at the levels needed to counter threats,\u201d Bob Ciesla, vice president of Boeing Precision Engagement Systems, said.<\/p>\n\n\n\n

He described the SM-3 as an essential part of the layered air and missile defense architecture protecting the United States and its allies.<\/p>\n\n\n

Neither the Pentagon nor Boeing disclosed the number of components or interceptors expected to be produced under the framework agreements, and no dollar value was announced.<\/p>\n\n\n\n


Pressure on US Interceptor Stocks<\/strong><\/p>\n\n\n\n

The production push comes as the U.S. military faces increased demand<\/mark><\/a> for air and missile defense weapons. The SM-3 has become particularly important following its use in combat operations in recent years. U.S. Navy destroyers first fired SM-3 interceptors in combat in April 2024 during efforts to counter an Iranian ballistic missile attack against Israel.<\/p>\n\n\n\n

More interceptors have subsequently been launched, including during Operation Epic Fury, increasing pressure on existing inventories.<\/p>\n\n\n\n

A December 2025 estimate by the Center for Strategic and International Studies put the U.S. SM-3 inventory at about 414 interceptors. A later analysis estimated that between 130 and 250 interceptors had been expended during wartime operations and warned that replacing them could take years.<\/p>\n\n\n\n

The situation has increased pressure on the Pentagon to expand production of critical missile defense systems and secure supplies from companies throughout the defense industrial base.<\/p>\n\n\n\n

The SM-3 is particularly important because it provides a sea-based layer of ballistic missile defense. Its ability to intercept threats outside the atmosphere allows Aegis-equipped ships to contribute to the defense of U.S. forces, allies, and other strategic locations.<\/p>\n\n\n\n


Block IB and Block IIA Production<\/strong><\/p>\n\n\n\n

The agreements cover two versions of the SM-3. The SM-3 Block IB is an earlier and less expensive variant, while the Block IIA is a newer interceptor developed through US-Japanese cooperation and designed to provide greater capabilities against ballistic missile threats.<\/p>\n\n\n\n

The Pentagon has previously considered ending new purchases of the Block IB, but Congress intervened to keep the production line open.<\/p>\n\n\n\n

The newer Block IIA has also received significant attention. Earlier in August, the Missile Defense Agency awarded Raytheon a $745 million contract to produce fully assembled SM-3 Block IIA interceptors for the United States and Japan.<\/p>\n\n\n

The latest framework agreements are therefore intended to support production not only of completed interceptors but also of the critical components needed to maintain and expand manufacturing capacity.<\/p>\n\n\n\n


Broader Production Drive<\/strong><\/p>\n\n\n\n

The SM-3 agreements are part of a wider Pentagon effort to increase production of weapons considered critical to U.S. national security.<\/p>\n\n\n\n

Washington has recently pursued similar long-term framework arrangements covering other missile and air defense systems, including PAC-3, THAAD<\/mark><\/a> and the Precision Strike Missile.<\/p>\n\n\n\n

A similar seven-year agreement with Boeing was announced earlier this year to expand production of PAC-3 Missile Segment Enhancement seekers.<\/p>\n\n\n\n

The Pentagon’s approach reflects growing concerns that existing U.S. weapons inventories could be depleted faster than industry can replace them during a prolonged conflict.<\/p>\n\n\n\n

The challenge has become particularly important as the United States continues to support military operations and allies facing ballistic missile and other long-range threats.<\/p>\n\n\n\n

By providing manufacturers with longer-term demand signals, the Pentagon hopes to encourage companies to expand production lines, invest in equipment and strengthen supply chains before additional large-scale procurement contracts are finalized.<\/p>\n\n\n\n

The latest SM-3 agreements consequently represent more than an increase in component production. They are part of a broader effort by Washington to build a defense industrial base capable of sustaining high rates of weapons production during prolonged periods of conflict.<\/p>\n\n\n\n

The move also highlights the growing importance of layered missile defense as the United States and its allies face increasingly sophisticated ballistic missile threats. With the SM-3 serving as a major sea-based interceptor, expanding its production capacity is expected to remain a priority for Washington as it seeks to maintain sufficient stocks for current operations while preparing for future contingencies.<\/p>\n\n\n
