The visit marked an important diplomatic engagement between Serbia and Ukraine at a time when Belgrade continues to balance its traditional ties with Russia against its goal of joining the European Union.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cImportant talks are scheduled for today and tomorrow,\u201d Zelenskyy said after arriving in Serbia. He said discussions would cover \u201cexpanding economic ties between our countries, relations with the European Union, and other areas where we can find practical opportunities that benefit our peoples, as well as security issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The visit also included a meeting between Zelenskyy and Vucic at the Presidential Palace, where the two leaders discussed bilateral relations and European integration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Balancing Russia and Europe<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Serbia has maintained close political, economic and energy ties with Russia despite Moscow\u2019s full-scale invasion of Ukraine in 2022. Belgrade has refused to join Western sanctions against Russia and remains heavily dependent on Russian energy supplies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vucic reiterated before meeting Zelenskyy that Serbia would not change its position on sanctions against Russia. \u201cAs far as sanctions are concerned, let me tell you directly: Serbia has established its policy,\u201d Vucic said. Serbia has provided financial and humanitarian assistance to Kyiv and has expressed support for Ukraine\u2019s reconstruction. Serbian officials have also increased contacts with Ukrainian authorities in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The balancing act reflects Serbia\u2019s broader foreign policy challenge. The country is seeking EU membership while maintaining its close relationship with Russia, a position that has increasingly complicated its relations with Brussels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Serbia\u2019s EU accession process has been slowed by concerns over its foreign policy alignment, including its refusal to impose sanctions on Moscow. European officials have also raised concerns about democratic governance in Serbia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By hosting Zelenskyy with a formal welcome and holding high-level talks, Vucic is demonstrating that Belgrade is prepared to develop closer relations with Kyiv without formally abandoning its position toward Moscow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Economic Ties with Ukraine<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Economic cooperation was one of the central issues discussed during Zelenskyy\u2019s visit. The Serbian Ministry of Agriculture and the Ukrainian ambassador to Serbia signed a memorandum of understanding during the visit. (Image Credit: X\/@ZelenskyyUa)<\/sup><\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">The planned agreement could provide another avenue for Serbia to deepen its economic relationship with Ukraine while strengthening its links with a country closely connected to the European market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Serbia and Ukraine are also seeking membership in the European Union, although their positions and stages in the accession process are different. For Belgrade, closer economic cooperation with Ukraine can complement its broader effort to demonstrate engagement with European partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zelenskyy said Ukraine was prepared to work with Serbia based on mutual benefit and respect. \u201cUkraine is always ready to work constructively, on a mutually beneficial basis and with mutual respect,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Serbia\u2019s Position on War<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The talks took place as Russia continues its military campaign against Ukraine and attacks on Ukrainian cities have intensified. Speaking alongside Zelenskyy, Vucic said he did not expect the war to end quickly and expressed concern that Ukraine could face another difficult winter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you ask me, and as a political veteran, I can tell you that I\u2019m not sure about it, and I\u2019m very much afraid that we\u2019ll have another difficult winter,\u201d Vucic said. He added that he hoped the conflict would end soon, while acknowledging that he had no evidence to support such an expectation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Serbia, the war has created a difficult foreign policy environment. Vucic has traveled to Ukraine for international meetings focused on European support for Kyiv, although he has stopped short of signing declarations calling for tougher sanctions against Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has also criticized Serbia over reports that Serbian-made weapons reached Ukraine through third countries. Moscow previously described such transfers as a betrayal, while Belgrade has continued to insist that it does not directly provide military assistance to Ukraine. Serbia has also pledged to contribute to Ukraine\u2019s reconstruction after the war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Shift Toward Europe<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zelenskyy\u2019s visit does not represent a major break between Serbia and Russia. Belgrade continues to reject sanctions against Moscow and maintains significant energy and political ties with Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the visit illustrates Serbia\u2019s effort to widen its diplomatic and economic relationships in Europe without immediately abandoning its existing ties with Moscow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vucic has increasingly emphasized Serbia\u2019s European future while defending the country\u2019s independent position on Russia. Hosting Zelenskyy, discussing EU accession and pursuing a free trade agreement with Ukraine all fit within that broader approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The visit also allows Kyiv to strengthen relations with a country that has traditionally maintained close ties with Russia.
