The United States has awarded $76.6 billion in contracts for the construction of 14 new nuclear-powered submarines, marking the largest shipbuilding order in U.S. Navy history and reinforcing the country’s long-term focus on maintaining undersea military superiority and modernizing its nuclear deterrent.<\/strong><\/p>\n\n\n\n

The contracts cover the construction of five Columbia-class ballistic missile submarines (SSBNs) and nine Virginia-class Block VI fast-attack submarines, with work to be carried out by General Dynamics Electric Boat and Huntington Ingalls Industries’ Newport News Shipbuilding over the coming years.<\/p>\n\n\n\n

The investment is aimed at strengthening the Navy’s submarine fleet while providing long-term stability for the U.S. shipbuilding industrial base, which has faced workforce and production challenges in recent years.<\/p>\n\n\n\n


Historic Investment in Submarine Fleet<\/strong><\/p>\n\n\n\n

The contract package includes $29.5 billion for the second production batch of Columbia-class submarines, $42.1 billion for Virginia-class Block VI submarines, and $5 billion dedicated to improving nuclear shipbuilding infrastructure and increasing production capacity at both shipbuilders.<\/p>\n\n\n\n

The new awards bring the Navy’s Columbia-class program to seven submarines under contract, while the Virginia-class fleet now consists of 26 operational submarines with 23 additional boats planned or under construction.<\/p>\n\n\n\n

Vice Adm. Robert Gaucher, Director of Submarine Programs, said the investment demonstrates the Pentagon’s commitment to sustaining U.S. undersea dominance. “This historic investment underscores the Department’s continued commitment to undersea superiority and the recapitalization of our nuclear triad,” Gaucher said.<\/p>\n\n\n

“By securing the continuous production of both the Columbia and Virginia classes, we ensure we will continue to deliver the world’s most lethal, survivable, and resilient combat platform to our global Combatant Commanders, while providing long-term stability to our shipbuilding industrial base.”<\/p>\n\n\n\n

Under Secretary of War for Acquisition and Sustainment Michael P. Duffey described the contracts as a major milestone in rebuilding the U.S. defense industrial base and accelerating defense acquisition efforts.<\/p>\n\n\n\n


Replacing Aging Fleet<\/strong><\/p>\n\n\n\n

The Columbia-class submarine is the Navy’s highest acquisition priority and is designed to replace the aging Ohio-class ballistic missile submarines, which have formed the sea-based component of the U.S. nuclear triad for decades.<\/p>\n\n\n\n

Ballistic missile submarines are regarded as the most survivable leg of the nuclear triad because they can remain hidden underwater for extended periods, ensuring a credible second-strike capability in the event of a nuclear conflict.<\/p>\n\n\n\n

The new Columbia-class boats are expected to provide greater stealth, improved survivability, and enhanced strategic capabilities compared with their predecessors.<\/p>\n\n\n\n

The submarines will carry the Trident II D5 Strategic Weapons System, while future modernization plans also envision integrating advanced long-range strike capabilities.<\/p>\n\n\n\n

The Ohio-class remains operational and continues to play a significant role in U.S. military operations. One Ohio-class submarine participated in Operation Midnight Hammer in June 2025, supporting strikes against Iranian nuclear facilities.<\/p>\n\n\n

Virginia-class to Expand Fleet<\/strong><\/p>\n\n\n\n

Alongside the strategic submarine program, the Navy is continuing to expand its Virginia-class attack submarine fleet. Introduced in 2003 to replace the aging Los Angeles-class submarines, the Virginia class has become the Navy’s primary multi-mission attack submarine. The vessels conduct intelligence gathering, anti-submarine warfare, anti-surface warfare, land-attack missions, and special operations support.<\/p>\n\n\n\n

The Block VI version will feature further improvements in stealth, strike capability and payload capacity, enabling the submarines to operate effectively across multiple domains in increasingly contested maritime environments. The submarines are also designed with reconfigurable mission spaces that allow them to support special operations forces during extended deployments.<\/p>\n\n\n\n

The latest contracts provide shipbuilders with production certainty through fiscal year 2029, allowing companies to plan workforce expansion and long-term investments more effectively.<\/p>\n\n\n\n


Boost for US Shipbuilding Industry<\/strong><\/p>\n\n\n\n

Beyond expanding the submarine fleet, the contracts are expected to provide a significant boost to the U.S. defense industrial base.<\/p>\n\n\n\n

General Dynamics Electric Boat and Newport News Shipbuilding jointly construct both Columbia- and Virginia-class submarines, with each yard building different sections before final assembly. Columbia-class submarines are assembled at Electric Boat’s facilities.<\/p>\n\n\n\n

Officials said the long-term production commitment sends an important signal to suppliers, contractors and prospective workers that submarine construction will remain a sustained national priority.<\/p>\n\n\n\n

The additional $5 billion allocated for infrastructure improvements is intended to increase production efficiency, modernize shipyards and address labor shortages that have slowed naval construction programs in recent years.<\/p>\n\n\n

Industry observers have repeatedly identified workforce availability and supply chain constraints as major challenges affecting U.S. naval shipbuilding, particularly for complex nuclear-powered vessels.<\/p>\n\n\n\n


Program Faces Schedule Challenges<\/strong><\/p>\n\n\n\n

Despite the historic investment, the Columbia-class program has encountered development delays. Construction of the lead submarine began in 2020, but delivery has slipped from the original target of 2027 to 2028 because of production issues involving steam turbines as well as bow and stern components.<\/p>\n\n\n\n

Government oversight agencies had previously warned that the ambitious program faced schedule risks. A U.S. Government Accountability Office report released in 2023 raised concerns that the prime contractor had not completed a comprehensive schedule risk analysis, a planning tool recommended for major defense acquisition programs to better estimate delivery timelines and manage potential delays.<\/p>\n\n\n\n

Even with these challenges, the Pentagon continues to describe the Columbia-class as its top acquisition priority due to its central role in replacing the nation’s aging strategic submarine fleet.<\/p>\n\n\n\n


Long-term Modernization Plans<\/strong><\/p>\n\n\n\n

The contracts align with the Navy’s broader modernization strategy and future spending plans. The Navy’s proposed $378 billion fiscal year 2027 budget includes funding for the procurement of one additional Columbia-class submarine and two Virginia-class submarines, reflecting the continued emphasis on expanding undersea capabilities.<\/p>\n\n\n\n

Officials say the combined Columbia- and Virginia-class programs will ensure the United States maintains a modern submarine force capable of strategic nuclear deterrence, precision strike missions, intelligence operations and global power projection well into the second half of the century.<\/p>\n\n\n
