The crossings have reignited debate across Europe over migration management, border security and the future of the Schengen free-movement system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thousands of people crossed by swimming around coastal barriers, using rubber rings and other flotation devices to reach Spanish beaches from Morocco on July 30. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spanish authorities estimated that between 2,000 and 3,000 people entered Ceuta during the peak of the crisis, although local officials said the final number could be significantly higher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Mass Crossing Overwhelms Local Administration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The surge began after several days of increasing attempts by migrants to reach Ceuta, one of two Spanish enclaves in North Africa along with Melilla. The territories represent the European Union\u2019s only land borders with Africa and have long been major routes for migrants seeking entry into Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ceuta\u2019s regional leader, Juan Jesus Vivas, said local resources were overwhelmed, with migrant reception facilities unable to handle the sudden influx of people. Reports indicated clashes between migrants and security forces near border points, with Moroccan authorities using water cannons to prevent further crossings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The human cost of the crisis was severe. Many migrants drowned while attempting to swim the short but dangerous distance from Morocco to Ceuta, while others died during chaotic attempts to cross barriers. Spanish officials later confirmed that at least 57 people had died.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>Spain Deploys Troops<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spain\u2019s Interior Ministry announced that the armed forces would reinforce the Civil Guard in Ceuta to help maintain security and restore control of the border. \u201cThe armed forces will reinforce the Civil Guard in the exercise of its powers and any others that may be necessary to maintain security in the city of Ceuta,\u201d the ministry said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prime Minister Pedro Sanchez travelled to Ceuta and described the mass crossings as a violation of Spain\u2019s territorial sovereignty. His government pledged to restore normal conditions quickly and increase cooperation with Morocco.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spanish authorities said trafficking networks had encouraged the crossings by spreading information about a recent Supreme Court ruling that restricted the immediate return of migrants intercepted at sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government argued that criminal groups had exploited the legal situation to encourage people to attempt dangerous journeys. Spain considers both territories integral parts of its national territory, while Morocco has historically claimed sovereignty over them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A similar crisis occurred in May 2021, when around 8,000 migrants entered Ceuta during a period of strained relations between Madrid and Rabat. Since then, Spain has increased surveillance, strengthened border barriers and expanded cooperation with Morocco to manage migration flows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, economic pressures, instability in parts of Africa and migration networks continue to drive attempts to reach European territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, Spain also introduced a large-scale regularisation programme for undocumented migrants, allowing many to obtain temporary work permits. Supporters said the measure addressed labor shortages and demographic challenges, while critics argued it could encourage further migration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br><strong>European Tensions over Migration Policy<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The crisis triggered political disputes within Europe, particularly between Spain and Italy.
