U.S. Secretary of State Marco Rubio and Chinese Foreign Minister Wang Yi held high-level talks on the sidelines of the ASEAN Foreign Ministers’ Meeting in Manila on July 22, 2026. The high-level talks reaffirmed the importance of dialogue despite deep disagreements over trade, Taiwan, and security issues.<\/strong><\/p>\n\n\n\n

The 90-minute meeting marked one of the most significant diplomatic engagements between Washington and Beijing in recent months, with both sides focusing on stabilizing bilateral relations and preparing for Chinese President Xi Jinping’s expected visit to the United States in September.<\/p>\n\n\n\n

While no major agreements were announced, both diplomats stressed the need to keep communication channels open and prevent strategic competition from escalating into confrontation.<\/p>\n\n\n\n

The talks took place as ASEAN leaders grappled with multiple regional crises, including tensions in the South China Sea, the ongoing conflict in the Middle East, and growing concerns over maritime security and global supply chains.<\/p>\n\n\n\n


Rubio Pushes for Stable Relations<\/strong><\/p>\n\n\n\n

Following the meeting, Rubio said the United States and China must continue engaging despite their many disagreements, describing dialogue between the world’s two largest economies as a necessity rather than a choice.<\/p>\n\n\n\n

“The work we need to do now in September is to identify what those areas are, so that we can lay the groundwork for a very positive visit,” Rubio said, referring to Xi’s expected trip to Washington.<\/p>\n\n\n

He acknowledged that significant differences remain between the two countries but argued they should be managed responsibly.<\/p>\n\n\n\n

“There are areas of great differences. Both sides will acknowledge that. We’ll have to work through those, and I think these differences will exist for the foreseeable future.”<\/p>\n\n\n\n

Rubio said both governments would continue defending their national interests while looking for areas where cooperation remains possible.<\/p>\n\n\n\n

“It would frankly be reckless and irresponsible for the U.S. and China not to have a relationship, given the impact our countries have on the global economy and on the world,” he said.<\/p>\n\n\n\n

According to Rubio, discussions covered trade, Taiwan, economic cooperation and preparations for future high-level exchanges. He also confirmed that President Donald Trump’s recent allegations of Chinese interference in U.S. elections were not discussed during the meeting.<\/p>\n\n\n\n


Wang Yi Calls for Mutual Respect<\/strong><\/p>\n\n\n\n

China also portrayed the meeting as a constructive step toward maintaining stable relations. According to China’s Foreign Ministry, Wang Yi urged Washington to respect China’s core interests while properly managing disagreements. He called on the United States to “respect China’s core interests, effectively manage differences and disagreements, and address China’s legitimate concerns.”<\/p>\n\n\n\n

Beijing described the meeting as “pragmatic, positive and constructive,” adding that both sides agreed to continue preparations for future high-level exchanges ahead of Xi’s planned visit.<\/p>\n\n\n\n

Although the two governments continue to disagree on several strategic issues, both appeared eager to demonstrate that diplomatic engagement remains possible even during periods of heightened rivalry.<\/p>\n\n\n

Xi\u2019s Visit in Focus<\/strong><\/p>\n\n\n\n

One of the most important outcomes of the meeting was the shared focus on preparing for Xi Jinping’s expected visit to the United States later this year. The planned summit is widely viewed as an opportunity to maintain momentum in bilateral engagement following months of relatively stable relations under a temporary trade understanding reached by both governments.<\/p>\n\n\n\n

Officials from both countries indicated that further diplomatic work will continue over the coming weeks to identify areas where progress can be made while managing longstanding disputes that remain unresolved.<\/p>\n\n\n\n

The emphasis on preparations suggests both Washington and Beijing want the upcoming summit to produce practical outcomes rather than becoming overshadowed by ongoing geopolitical tensions.<\/p>\n\n\n\n


Taiwan and Trade Remain Major Challenges<\/strong><\/p>\n\n\n\n

Despite their willingness to continue dialogue, neither side concealed the issues that continue to divide them. Rubio said Taiwan remained an important topic during the discussions and criticized Beijing’s activities around the island, saying Washington viewed them as inconsistent with efforts to maintain regional stability.<\/p>\n\n\n\n

Trade issues also featured prominently as both governments continue implementing measures aimed at stabilizing economic relations after years of tariffs and commercial disputes.<\/p>\n\n\n

For its part, China reiterated its long-standing position that the United States must adhere to the “One China” principle and avoid actions that undermine Beijing’s sovereignty claims. The discussions highlighted the reality that while both governments seek improved communication, they remain far apart on several core strategic issues.<\/p>\n\n\n\n


South China Sea Tensions Cast Shadow Over Talks<\/strong><\/p>\n\n\n\n

The meeting took place just two days after another confrontation between Chinese Coast Guard vessels and Philippine naval personnel near the disputed Second Thomas Shoal.<\/p>\n\n\n\n

The latest incident left a Philippine sailor injured and further heightened tensions between Beijing and Manila, making the South China Sea one of the dominant issues at this year’s ASEAN meetings.<\/p>\n\n\n\n

Ahead of arriving in Manila, Rubio criticized China’s actions in the disputed waters, warning that countries in the region were facing increasing coercive pressure. After meeting Wang, Rubio described the latest confrontation as an escalation that benefited no one while reaffirming Washington’s defense commitments to the Philippines.<\/p>\n\n\n\n

“We intend to live up to our treaty obligations, and I think we’ve done so, and will continue to do so,” he said.<\/p>\n\n\n\n

China, meanwhile, has maintained that it is safeguarding its sovereignty in the South China Sea and has repeatedly accused external powers of fueling regional tensions. The differing positions underscored how maritime disputes remain one of the most difficult obstacles in U.S.-China relations.
