The document details how the bloc plans to enhance its collective defense structure but provides limited information on funding.<\/p>\n\n\n\n<p>It outlines nine priority investment areas, including ammunition production, drone and anti-drone technologies, and joint procurement initiatives among member states. The plan identifies four key projects under the new framework: the Eastern Flank Watch, the European Drone Wall, the Air Defense Shield, and the Defense Space Shield, with the European Drone Wall and the Eastern Flank designated as the most urgent.<\/p>\n\n\n\n<p>According to the leaked text, the European Drone Wall is expected to be \u201cfully functional and integrated within a network-based drone capability\u201d by 2027. The Eastern Flank Watch is scheduled to follow, becoming operational by the end of 2028.<\/p>\n\n\n\n<p><br><strong>A Multi-Layered Defense System<\/strong><\/p>\n\n\n\n<p>The roadmap describes the counter-drone system as a \u201cmulti-layered, technologically advanced\u201d structure designed to detect, track, and neutralize aerial threats. (Image Credit: Quantum Systems)<\/sup><\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p>NATO Secretary General Mark Rutte confirmed on Wednesday that the alliance is working closely with the EU on developing the drone wall project. \u201cThe EU and NATO are complementing each other\u2019s roles,\u201d Rutte said ahead of a meeting with defense ministers. \u201cNATO brings the military capabilities, while the EU ensures the financial and industrial backing through its internal market.\u201d<\/p>\n\n\n\n<p><br><strong>Improving Military Mobility<\/strong><\/p>\n\n\n\n<p>The roadmap also places strong emphasis on improving military mobility across the bloc, a long-standing challenge for the EU\u2019s defense planning. It proposes establishing an \u201cEU-wide military mobility area\u201d by 2027, with harmonized procedures and designated land corridors, airports, and seaports for the rapid transport of troops and equipment.<\/p>\n\n\n\n<p>Currently, moving military assets across EU borders can take up to 45 days due to differing national regulations. The new framework seeks to reduce these delays through coordinated rules and shared infrastructure, working closely with NATO to ensure compatibility.<\/p>\n\n\n\n<p>The Commission plans to release a separate package next month focused entirely on this mobility initiative, which it considers essential for rapid response and deterrence in the event of a crisis.<\/p>\n\n\n\n<p><br><strong>Funding and Joint Procurement Challenges<\/strong><\/p>\n\n\n\n<p>While the roadmap presents ambitious timelines, it offers little clarity on how these projects will be financed. The European Commission expects much of the funding to come through joint procurement and the strengthening of Europe\u2019s defense industrial base.<\/p>\n\n\n\n<p>To support this, the Commission has proposed a defense loan mechanism known as SAFE (Support for the Ammunition and Defense Effort), aimed at encouraging member states to co-invest in shared military capabilities. (Image Credit: Airbus)<\/sup><\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p>Under the roadmap, member states are encouraged to \u201corganize at least 40% of defense procurement as joint procurement by the end of 2027\u201d and to ensure that \u201cat least 60% of their defense procurement budgets are directed toward the European Defense Technological and Industrial Base (EDTIB) and Ukraine by 2030.\u201d<\/p>\n\n\n\n<p><br><strong>A Step toward Deeper EU-NATO Integration<\/strong><\/p>\n\n\n\n<p>The drone wall initiative is seen as part of a broader effort to align EU defense planning with NATO\u2019s strategic posture, particularly on the bloc\u2019s eastern borders. The integration of drone and anti-drone technologies is expected to provide a stronger deterrent against potential incursions, enhance real-time surveillance, and protect key military and civilian infrastructure.<\/p>\n\n\n\n<p>Officials in Brussels believe that greater coordination between the EU and NATO will help close the gap between Europe\u2019s political ambitions and its military readiness.
