A phone conversation between U.S. President Donald Trump and Russian President Vladimir Putin, held on July 3, 2025, ended without any breakthrough on the war in Ukraine, as frontline tensions on the battlefield escalate and uncertainty deepens over Washington\u2019s abrupt pause in arms deliveries to Kyiv.<\/strong><\/p>\n\n\n\n

Speaking to reporters at an air base outside Washington shortly after the nearly hour-long call, Trump acknowledged, \u201cI didn\u2019t make any progress with him at all.\u201d The statement cast doubt on renewed diplomatic efforts and drew fresh criticism from political opponents and allies alike, including members of Trump\u2019s own Republican Party who have urged stronger U.S. pressure on Moscow.<\/p>\n\n\n\n

The Kremlin\u2019s readout, delivered by aide Yuri Ushakov, painted a different picture. Ushakov said Putin reiterated Moscow’s willingness to pursue negotiations, but only if discussions addressed what Russia sees as the \u201croot causes\u201d of the war, a longstanding reference to NATO\u2019s eastward expansion and Western support for Ukraine’s potential NATO membership.<\/p>\n\n\n\n

\u201cThey had detailed discussions on Iran and the Middle East,\u201d Ushakov said, adding that Trump and Putin \u201cagreed they would keep talking.\u201d But, crucially, the two leaders did not discuss the recent and controversial pause in U.S. military aid to Ukraine, particularly the halt in deliveries of Patriot air defense missiles and other critical munitions.<\/p>\n\n\n\n

That omission comes at a time when Ukraine is facing an intensifying Russian offensive, including stepped-up aerial attacks on civilian targets. Just hours after the Trump-Putin call ended, an apparent Russian drone strike set off a fire in a residential apartment building in a northern suburb of Kyiv. Meanwhile, Ukrainian officials reported multiple explosions and heavy machine-gun fire as air defense units battled drones over the capital.<\/p>\n\n\n\n

In eastern Ukraine, Russian shelling claimed the lives of five civilians, underscoring the war\u2019s continued human toll amid stalled diplomacy.<\/p>\n\n\n\n


Ukraine is left in the dark<\/strong><\/p>\n\n\n\n

While speaking to the reporters on Thursday in Denmark, Ukrainian President Volodymyr Zelenskyy said he hoped to speak with President Trump \u201cas soon as Friday\u201d to seek clarity on the weapons pause. He added that Kyiv had been caught off guard by Washington\u2019s decision to temporarily suspend the delivery of some advanced air defense systems and had summoned the acting U.S. envoy for urgent consultations.<\/p>\n\n\n\n

Ukrainian officials fear that even a short-term pause in deliveries, particularly of Patriot missile systems, could leave critical infrastructure and frontline positions vulnerable to Russia\u2019s growing missile and drone barrages.<\/p>\n\n\n

\u201cWe\u2019re giving weapons, but we\u2019ve given so many weapons,\u201d Trump told reporters before heading to a campaign-style event in Iowa. \u201cBiden emptied our whole country, giving them weapons, and we have to make sure that we have enough for ourselves,\u201d Trump added that the flow of U.S. arms to Ukraine had not been completely halted, but suggested a need to reassess stockpiles and prioritize American defense readiness.<\/p>\n\n\n\n

The Pentagon\u2019s recalibration of stockpiles was first reported earlier this week and has triggered bipartisan concern in Washington. Critics argue that the move could undermine Ukrainian defenses at a pivotal moment in the war, especially given Russia\u2019s escalating summer offensive and its attempts to retake territory in eastern Ukraine.<\/p>\n\n\n\n


Diverging agendas<\/strong><\/p>\n\n\n\n

According to the Kremlin, Putin once again insisted that Russia\u2019s military campaign would only end once the \u201croot issues\u201d were resolved. For Moscow, this includes ensuring Ukraine does not join NATO, limiting Western military influence in Eastern Europe, and reshaping Kyiv\u2019s foreign policy orientation.<\/p>\n\n\n\n

Western officials view these demands as equivalent to a Russian veto over Ukraine\u2019s sovereignty. NATO leaders have warned that Russia\u2019s endgame includes installing sympathetic regimes in Ukraine and other former Soviet states, thereby reversing decades of Euro-Atlantic integration.<\/p>\n\n\n\n

In the recent call, Putin reportedly avoided any discussion of a face-to-face meeting with Trump. Ushakov emphasized that any eventual negotiations must be strictly bilateral, between Russia and Ukraine, and not mediated by the United States or other powers.<\/p>\n\n\n\n

That stance tracks with earlier reports that Russian officials had asked American diplomats to leave the room during a June meeting in Istanbul, further highlighting Moscow\u2019s reluctance to engage in trilateral or international formats for peace talks.<\/p>\n\n\n

The lack of progress from Thursday\u2019s call underscores a growing sense of diplomatic stagnation in global efforts to end the war. While Trump has pledged to bring the war to a \u201cquick end\u201d if re-elected, his current administration has yet to outline a clear or consistent policy framework for doing so, especially amid competing demands from military planners, lawmakers, and allies.<\/p>\n\n\n\n

Confusion over the weapons pause, including Trump\u2019s contradictory statements about it, has only deepened the uncertainty surrounding America\u2019s commitment to Ukraine. Just last week, Trump publicly stated he would seek to \u201cfree up\u201d a Patriot missile battery for Kyiv, raising hopes in Ukraine that U.S. support would continue unabated.<\/p>\n\n\n\n

But Thursday\u2019s developments indicate that both political will and strategic clarity may be lacking in Washington.<\/p>\n\n\n\n
