In September 2024, President Vladimir Putin had cautioned that such actions would be interpreted as NATO entering the conflict.<\/p>\n\n\n\n<p>\u201cThis would significantly change the very nature of the conflict,\u201d Putin said at the time. \u201cIt would mean that NATO countries, the U.S., and European countries are at war with Russia.\u201d<\/p>\n\n\n\n<p>Foreign Minister Sergei Lavrov also criticized Merz\u2019s remarks, alleging that Western nations had likely reached this decision long ago but concealed it. Ukraine insists on a full withdrawal of Russian forces and rejects any settlement that would compromise its sovereignty or its NATO aspirations.
