{"id":2882,"date":"2015-07-28T19:53:57","date_gmt":"2015-07-28T19:53:57","guid":{"rendered":"http:\/\/box5917.temp.domains\/~iriacom\/\/news\/?p=2882"},"modified":"2015-07-29T20:38:25","modified_gmt":"2015-07-29T20:38:25","slug":"un-calls-for-durable-ceasefire-as-yemen-conflict-leaves-millions-suffering","status":"publish","type":"post","link":"https:\/\/www.ir-ia.com\/news\/un-calls-for-durable-ceasefire-as-yemen-conflict-leaves-millions-suffering\/","title":{"rendered":"UN calls for durable ceasefire as Yemen conflict leaves millions suffering"},"content":{"rendered":"<p style=\"text-align: justify;\">United Nations has called upon the international community to redouble its efforts to almost three million Yemenis affected by the armed conflict between a Saudi-led coalition and Houthi rebels.<\/p>\n<p style=\"text-align: justify;\">UN has urged both parties involved in the conflict to agree a durable ceasefire and, ultimately, a political solution.<\/p>\n<p style=\"text-align: justify;\">The <span style=\"color: #993300;\"><a style=\"color: #993300;\" title=\"Saudi-led air strikes hit Yemen rebels\" href=\"http:\/\/box5917.temp.domains\/~iriacom\/\/news\/saudi-led-air-strikes-hit-yemen-rebels\/\">conflict in Yemen<\/a><\/span> has brought \u201cappalling damage\u201d on an already suffering people, the UN Under-Secretary-General for Humanitarian Affairs, Stephen O\u2019Brien, said.<\/p>\n<p style=\"text-align: justify;\">Mr. O\u2019Brien reminded Council members that the humanitarian response is \u201cwoefully under-resourced\u201d. The appeal for Yemen stands at $1.6 billion, of which only 15 per cent \u2013 $241 million \u2013 has so far been received. Much has already been spent by UN agencies and partners advancing their own funds in expectations of the original Saudi pledge of $274 million being forthcoming.<\/p>\n<p style=\"text-align: justify;\">\u201cAdditional resources are urgently needed \u2013 now,\u201d he stressed.<\/p>\n<p style=\"text-align: justify;\">The humanitarian pause not been respected by any party and the conflict continues with airstrikes and ground fighting reported in eight governorates. This severe situation is preventing any form of aid to reach those worst affected by the conflict.<\/p>\n<p style=\"text-align: justify;\">Expressing his disappointment on the Yemen issue,\u00a0Stephen O\u2019Brien recalled:\u00a0\u201cWhen I last reported on the situation\u2026on 2nd June, I described Yemen as a looming humanitarian catastrophe. By every test, that catastrophe has now loomed, and loomed large. This is an intense disappointment given the extent of our efforts here at the UN and with partners to find ways of alleviating the suffering and the descent into catastrophe,\u201d.<\/p>\n<p style=\"text-align: justify;\">He announced that he will travel to Yemen in the coming weeks to see first-hand the needs of the Yemeni people and the challenges faced in meeting these.<\/p>\n<p style=\"text-align: justify;\">With 80 per cent of the population of about 26 million people in need of some kind of humanitarian assistance and more than 1,895 civilians killed by fighting since March, the impact of the conflict on civilians is indeed catastrophic, he acknowledged.<\/p>\n<p style=\"text-align: justify;\">\u201cAirstrikes hit a residential complex in Mokha on 24 July, killing at least 73 civilians. Bodies continue to be pulled out of the rubble, and the final death toll is not known.\u201d<\/p>\n<p style=\"text-align: justify;\">A humanitarian pause announced over the weekend has not been respected by any party to the conflict with airstrikes and ground fighting reported in eight governorates, Mr. O\u2019Brien lamented, explain that since the nominal beginning of the unilateral pause announced by Saudi Arabia, coalition airstrikes had been confirmed, while ground fighting ware also confirmed in a number of areas.<\/p>\n<p style=\"text-align: justify;\">Rockets were launched from Houthi\/pro-Saleh-held areas of Lahj into neighbouring Aden, prompting return fire by Popular Committees, he added.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cWe continue to witness the death and injury of civilians and the destruction of civilian infrastructure. As of 24 July, health facilities report over 4,000 conflict-related deaths and over 19,800 injuries since 26 March. The Office of the UN High Commissioner for Human Rights (OHCHR) reports that 1,895 civilians have been killed, and 4,182 injured.\u201d<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">Since March, the number of people in need of humanitarian assistance in Yemen has increased by 33 per cent from an already staggering 16 million people to more than 21 million in July. The number of those facing food insecurity has now increased from 10.6 to 13 million, an increase of 21 per cent.<\/p>\n<p style=\"text-align: justify;\">\u201cSome aid agencies are now using the term \u2018starvation\u2019 to describe the situation of those most food insecure. Conditions caused by the fighting have contributed to the spread of preventable diseases such as acute diarrhoea, dengue fever and polio. More than 15.2 million people lack access to basic healthcare, and more than 20 million lack access to safe water,\u201d Mr. O\u2019Brien added.<\/p>\n<p style=\"text-align: justify;\">Commercial imports \u2013 which accounted for 90 per cent of Yemen\u2019s food and fuel before the conflict \u2013 have decreased dramatically. A light, UN-led inspections mechanism enabling the flow of commercial imports to increase has long been proposed and is still urgently needed.
