Bush and the invasion of Iraq back in 2003, arguing that its growth was an \u201cunintended consequence\u201d of the war.<\/strong><\/p>\n<p style=\"text-align: justify;\">In an interview with <a href=\"https:\/\/news.vice.com\/video\/president-barack-obama-speaks-with-vice-news\" target=\"_blank\">Vice News<\/a>, President Obama said the rise of Islamic State (IS, also known as ISIS\/ISIL) can be directly linked to America\u2019s excursion into Iraq under Bush.<\/p>\n<p style=\"text-align: justify;\"><em>\u201cTwo things: One is, ISIS is a direct outgrowth of Al-Qaeda in Iraq that grew out of our invasion,\u201d<\/em> Obama said in an interview with VICE News. <em>\u201cWhich is an example of unintended consequences. Which is why we should generally aim before we shoot.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">Obama stated that he is <em>\u201cconfident\u201d<\/em> a coalition consisting of 60 nations <em>\u201cwill slowly push back ISIS out of Iraq,\u201d<\/em> but added that the challenge of stopping extremism won\u2019t stop unless there is a political solution to the internal strife affecting so many countries in the Middle East.<\/p>\n<p style=\"text-align: justify;\"><em>\u201cWhat I\u2019m worried about\u201d<\/em> he said, <em>\u201cis even if ISIS is defeated, the underlying problem of disaffected Sunnis around the world \u2013 but particularly in some of these areas including Libya, including Yemen \u2013 where a young man who\u2019s growing up has no education, has no prospects for the future, is looking around and the one way he can get validation, power, respect, is if he\u2019s a fighter.&#8221;<\/em><\/p>\n<p style=\"text-align: justify;\"><em>\u201cThat\u2019s a problem we\u2019re going to have, generally. And we can\u2019t keep on thinking about counterterrorism and security as entirely separate from diplomacy, development, education.\u201d<\/em><\/p>\n<p style=\"text-align: justify;\">The president dismissed concerns that the US spends too much on foreign aid, noting that just over one percent of the federal budget goes to other nations. He argued that <em>\u201cwe should be thinking about making investments\u201d<\/em>overseas that will prevent America from sending troops to engage in military operations.<\/p>\n<p style=\"text-align: justify;\">Obama\u2019s comments regarding ISIS mark the first time he has framed the extremist group\u2019s existence as a consequence of American foreign policy decisions. The president\u2019s opponents have often argued that his withdrawal of US troops from Iraq in 2011 left space for groups like ISIS to grow. At the same time, the Shia-dominated central government of Iraq failed to effectively bring the country\u2019s Sunni minority into the governing process, leaving ISIS with a disaffected ethnic group more willing to join its cause.<\/p>\n<div style=\"width: 660px\" class=\"wp-caption alignnone\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" id=\"imgPlayback\" src=\"https:\/\/i0.wp.com\/217.218.67.233\/photo\/20150317\/727b077a-3e1c-4b45-8d39-bef9f3228b9b.jpg?resize=650%2C366\" alt=\"Former US congressman Ron Paul \" width=\"650\" height=\"366\" \/><p class=\"wp-caption-text\"><em>Former US congressman Ron Paul <\/em><\/p><\/div>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">Former US congressman Ron Paul also claims\u00a0that the US invasion of Iraq in 2003 resulted in the rise of terrorist groups such as ISIS in the Middle East.<\/p>\n<p style=\"text-align: justify;\">There were no ISIS problem and no Al-Qaeda problem in Iraq and Syria before the United States invaded Iraq, he wrote.<\/p>\n<p style=\"text-align: justify;\">\u201cOur bombs and involvement in the region only serve to recruit more fighters into ISIS. To make matters worse, many of these radicalized fighters come from Europe and even the US. What happens when they go home?\u201d he asked.<\/p>\n<p style=\"text-align: justify;\">The United States and some of its allies have been conducting airstrikes against ISIS targets in Iraq and Syria since last year.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>US President Barack Obama traced the origins of ISIS\u00a0militants back to the presidency of George W.
